政治是一隻鬼?

Kevin 按:在經濟掛帥和個人主義的年代,批評政治/政客污穢不堪或聲稱遠離政治是時代潮流(暗示自己清高?!),陶傑向來有一己之見,可惜亦難免隨俗。其實,政治是鬼,也可以是神仙或平凡如你我的常人:希特拉毛澤東是政治,邱吉爾曼德拉王維林劉曉波也是。政治可以污穢不堪,可以令人民生不如死,也可以是英雄偉人或平凡人的神聖事業,可以救人民於水火。就如評論商界/商人,一口咬定逢商必奸對殷實商人豈是公允之論?

討厭政治?  陶傑

香港年輕女藝人說:當公眾追剿特首的僭建醜聞,我想到老人家等着他們的生果金,所以,「我討厭政治」。
該女藝人在網絡遭到罵爆,被指為無知。香港年輕一代的網民成熟了。


「當公眾追剿特首的僭建,我想到老人家等着他們的生果金」,是一種偽道德邏輯。因為特首的僭建,涉及幾個基本的謊言,在西方民主政治裏,一個領袖被指為Liar,是很大的罪過,缺乏了人的品格聲譽,聲討特首說謊的同時,不一定都跟香港的老人過不去。


而且,當一個政府想明修老人金的棧道,暗渡誠信品格的陳倉時,這就是政治。


因此,「我討厭政治」這樣的結論,是幼稚的。但這種論點,在許多香港人之間很流行。在蘭桂坊的酒吧,在IFC的咖啡座,當許多二三十歲的港女,閒談的話題,除了Zara的服裝、淘寶的飾物,或者大阪北海道的日本美食,你跟她們講時局的是非,她們一皺眉頭,以為很有性格,說:我討厭政治。


當劉霞女士:一個無辜的中國女子,毫無法律依據,被家中軟禁經年,如果你跟這種港女說:囚禁劉霞的人,口口聲聲「依法治國」,他們多不講道理,而又多麼虛假?港女也一臉不屑,說:「不要講這個好嗎?我不懂、也討厭政治。」


一個社會走向專制,自己放棄了自由權利,靠的是這樣的愚眾。她討厭政治?她不知道:麪包比上個月貴了一元,她喜歡吃的那家日本小餐廳結了業,或者乘地鐵,票價又貴了,這一切都是政治。


一九四九年,中國即將「解放」,上海許多企業面臨重大的決定:要不要逃去台灣或香港?那時有許多生意人選擇留下來,說:「毛澤東雖然來了,上海幾百萬市民,不也要吃飯?店舖不也要做生意?我們是生意人,不管政治,留下來,有什麼問題?」

香港政治近年有日趨民粹之勢,這篇經濟日報的評論所指出的無理投訴現象也是日益劣質化的政治文化現象之一。

經濟日報專訊】一名視障人士日前帶同導盲犬乘搭港鐵,卻被乘客投訴「看來不似視障人士」,港鐵站長查問後竟提出要他掛上寫明視障人士的名牌,事件在網上惹起爭議。一宗荒謬的投訴,令人反思現今的投訴文化是否已過火?

導盲犬風波 凸顯無同理心

香港導盲犬協會主席曾建平,上周六(20日)在facebook留言稱,日前與導盲犬Deanna到月台準備搭港鐵,有站長上前詢問Deanna是甚麼狗,當得知是導盲犬後,站長解釋,原來有乘客投訴他看來不似視障人士,站長要求他日後坐港鐵,戴上名牌顯示自己是視障人士。曾建平則回應指若站長願意戴上名牌顯示自己是男人,自己或會考慮這「特別」要求。

事件在網絡上流傳,引發網民熱議,當中不少替曾建平感不值,批評該港鐵站長處理手法「離譜」,不尊重視障人士,亦有人斥責事件中投訴的乘客欠缺同理心及尊重,「香港投訴文化深入民心,有理無理都嘈咗先。」

本港近年被稱為「投訴之都」,投訴風氣蔚然成風,遇上不合理作出投訴,冀可改善或取回公道,是文明社會理所當然的事,但問題是,投訴出發點是否有合理的理據?

企鵝館被指太凍 啼笑皆非

今年7月,海洋公園冰極天地開幕,有遊客竟向園方投訴企鵝館太凍,令人啼笑皆非,館內溫度調低至8至10度因這是企鵝生存的環境需要,連這也投訴?道理何在?惹起爭議的投訴,近年還有屋苑居民不滿雀鳥叫聲擾人清夢,投訴青蛙聲擾民、木棉樹花開花落是滋擾等(見表)。

社會進步,問責意識抬頭,加上投訴渠道增多,花費一、兩分鐘寫封電郵,已可完成投訴程序,投訴數字增加不難理解。

誠然,投訴是市民的基本權益,合理的投訴可推動社會進步、消除不公平及違規行為,例如市民向消委會投訴黑店不良銷售、向申訴專員公署投訴政府部門的效率問題等,不但為自己爭取權益,也可促使店舖或機構改善,令其他人也受惠。

但時至今日,香港人的投訴文化,滲入日常生活的每個細節,且變得事事以自身權益出發,個人受到「怨屈」或「看不過眼」,事無大小「嘈咗先」,要找「代罪羔羊」。

申訴專員黎年便曾指,部分投訴人只是為啖氣。這種損人不利己的心態,對社會又是否有益?

更甚是,連年幼小孩亦耳濡目染地成為「投訴專家」,有報道便指有幼稚園學生不滿老師要求放好書包而出言唬嚇:「我媽咪會投訴你!」

投訴固然有其用處,但須有的放矢,顧及有理有節,濫用投訴機制,只會浪費社會資源。

在擁抱投訴的權利時,也應顧及同理心及互相尊重,能否以更大包容來取代事事投訴?

今年6月,台灣亦有一宗導盲犬風波,一位盲人帶導盲犬搭巴士,一名同車婦人頻向司機投訴狗有臭味,司機一再解釋是導盲犬,但婦人仍叫囂,車內一位中學生看不過眼,發起車內乘客公投,結果乘客都認為導盲犬不臭。

婦人不甘心,再打電話至巴士公司投訴,但答覆是:不會懲罰司機,且要給予獎勵。

濫用機制洩憤 社會欠包容

不顧理節的投訴文化,只會扼殺社會的包容空間,「刁民」風氣固然不可長,但另一邊廂,處理投訴的機構亦應以客觀公正處理投訴,若遇到不合理投訴也為了「以和為貴」或免卻麻煩而給予方便或討好,變相助長無理投訴歪風。

蛙不准叫、鳥不可以鳴、視障人士要掛牌表明自己是視障人士,還有更荒謬的陸續有來嗎?

嚇人的標題,濫竽充數的文章,但在嘻笑怒罵的筆觸下借題發揮暗地裡扯上國民教育,最後點出 「唔能夠搞我個仔

黃竹坑富士康

海洋公園早已被自由行佔領,海洋劇場要加場應付豪客,苦了十七條海豚,被迫加班,由每日四五場增加到六場。

海豚是高智慧海洋生物,卻不受最低工資保障,日日做到冇停手,終於按捺不住,不按本子辦事不服從指令拒絕上水。這種事,唉,足以證明,香港這個自封亞洲國際都會的,除了對工人保障不夠,對海豚也相當刻薄剝削。海洋公園勞役海豚的消息一旦傳開去,海洋公園恐怕淪為黃竹坑富士康,萬一海豚抗命,最終會不會上演撞池自殺?到時,又由好打得的林鄭搶住出頭,否認虐豚?

梁振英撒手不管海洋膠粒,對海豚也相當不感冒,他自己說的,從未出海觀賞過中華白海豚。而就在海豚「消極表演」的新聞出街同一天,馬灣附近又發現白海豚浮屍。海豚生活艱難,無法走線,簡直就是香港人的投射。蝸居劏房的基層市民,局長請閣下注意,你們那個是板間房,六十呎無窗無光的房間,形而上來說只是加班的海洋劇場。世界難撈,人和海豚都要頂硬上。但共同底線是,「唔能夠搞我個仔」,否則人和海豚,都會彈起,同你死過!

阿仔,咪做區議員!

其實,我也想分享一下:從上屆到現在,我父母和新婚太太都不想我做這一行,希望我選輸、離開,然後找一份他們認為安穩的工作。父母和太太的出發點當然都是為了我好,我很感激他們雖然心裡不願意,但都不曾向我施壓,逼令我離開。

有時朋友也會問起相似的問題,我想論人工,區議員的工資比上不足比下有餘吧;留下來做這一行,除了希望有機會更上一層樓,最後的動機還是有一點點想改變社會的志向吧。

阿仔,咪做區議員!   

換了當紮的大律師或工程師是你的兒子、老公與爸爸,每天十幾個鐘在區議員辦公室打躉,向街坊派月餅送糉貼揮春,你怎麼反應?肯定不是蔡子強說的,聽完梁家傑的話,會瞠目結舌!在麗區挑戰民建聯僅以百六票落敗的公民黨新丁陳梓杰,落選後表示,最高興的是父母,因為終於可以叫個金融經濟學系畢業但做了兩年議員助理的乖仔死心,搵番份才俊好工。而當選的民主黨新丁,利東兩位年青人被蔡子強當做樣辦,利東孖寶勤力而親民,跟師奶打成一片,單是這份能耐,換作是唔睇劇唔煲碟唔搓麻將的我,就算身份接近,也會悶懵,四年後急忙走頭而不會再戰江湖。

獻身區會四年,斷公里計,難度超越毅行者五粒地獄之星!那些依然想貢獻社區的年青專業人士,假如認為梁家傑涼薄,好了,明年自己出來選選。說要用選票「懲罰」民主派的選民,今屆似乎目標已達,只是,我更替那幾個贏到議席的小花擔憂,四年後她們花容失色地爭取連任,在殘花臉上,你看到的才是懲罰的滋味。想像白韻琴通渠的手勢吧;田北辰試過窮富翁,空降去中產的愉景灣萬一遇着屏風樓,他會帶領業主佔領碼頭抗爭嗎?

區議會工作宜少講政治   

區議會選舉失利,泛民爭執不休。民主黨公民黨宣稱與「人民力量」割蓆,高調宣佈,但求短期止血。

泛民既稱「泛」,本來並非同蓆共寢,不過是同一屋簷下同居。說是「割蓆」,已嫌以前關係太密切,不如講「分居」更恰當。

區選之敗,是因為泛民遭「票債票償」的綁架。區議會本來不同立法會,注重「地區工作」,尤其人口密集貧困、平均年齡老化的地區,選民對普選之爭、「五區公投」之類問題並無太大興趣,修路通渠、濟貧助苦,不講政治,反而是最大的政治。

建制派八年來沉默深耕,以「為人民服務」的實惠來爭取選票,而不是在區議會選舉的層次大罵泛民「反中亂港」。泛民不知道親中建制派在區議會層面的「非政治化」,就是最大的政治,這一點吸收了泰國他信政府的經驗,反而是中方逐漸進入「民主選舉」的心態調整,可視為成熟與進步。泛民近年陷入分裂內鬨,地區街坊工作做得不足,再以「票債票償」的口號,把自己的內鬥,延伸到區議會選舉,令人困惑而厭煩,這才是區選失利的深層原因,若不認清這一點,區議會少講政治,多貢獻服務,尤其是貧窮、人口老化密集的地區,有望收復失地。

八十後區議員衝破半百 留新人區議會勢須改革

民主黨南區團隊七子連環中了五個,成績不錯,利東二子近日更是傳媒焦點。這屆區議會多了年輕議員,至於會否或如何改革區議會,坦白說我一向悲觀:政府不會因此有什麼改革大動作。

八十後區議員衝破半百 留新人區議會勢須改革

初生之犢不畏虎,可謂今屆區選另一寫照。

最經典一戰,莫過於泛民新界西雙煞,民主黨李永達和職工盟李卓人,一同敗於年輕「建制雙花」,民建聯32 歲的朱麗玲及工聯會的27 歲「小花」劉桂容,甚至把公民黨陳淑莊趕落山頂的陳浩濂,其實也只是30 出頭而已。

今屆當選的八十後區議員,人數激增10 人,建制派和泛民基本上各佔一半。


有學者分析就指,八十後新晉區議員現時年紀尚輕,區議員的任務和待遇尚能令他們安於工作,但到從政一段日子,由於區議員管轄範圍小,工資也見「under- paid」,如不改革區議會,恐難吸引這批政治人才留下。


如果以為只是建制派的青年軍打出漂亮一仗,那是大錯特錯,泛民青年軍一樣打贏很多精采選戰;民協的黃志勇在荔枝角南,以近八成得票率,力拒民建聯對手挑戰;新民盟的丘文俊以200 多票擊敗沙田「地膽」公民力量候選人、已在乙明邨當16 年的現任區議員林康華,還有民主黨年輕的南區團隊,不但守住華富、黃竹坑等舊區,更憑老紀昨天提及的利東「乳鴿雙星」羅健熙及區諾軒,一舉「攻陷」利東邨,令民主黨在南區區議會議席,由三席增長至五席。


事實上,今屆不少政黨都以年輕新人落區經營,以首次參選的新民黨為例,12 名參選者中,有6名是八十後,即今年31 歲以下的青年人,最終有三人當選,合計空降成功的田二少,令這個新興政黨取得四席。總計全部51 名八十後區議員,民建聯人數最多達15人,民主黨也有11 人(日前指30 歲以下的區議員有9 人,但其實最年長的八十後,今年已31歲)!另外,今年有20 人當選的工聯會,也有9名新晉議員屬八十後,看來傳統老牌工會,也要以青年從政者省靚招牌。


工聯會也靠年輕人不過,年輕也不是選票保證;以社民連為例,他們派出的27 名候選人,大部分都是20 出頭的年輕人,例如打正以左翼青年出戰的鄧美晶、曾手執粟米斑塊飯質問特首的黃浩銘等,但結果仍是全軍覆沒。年輕參選者究竟在區選中有何優勢?為民主黨拿下利東議席的羅健熙坦言,居民期望能常常見到區議員,所以全職服務社區幾乎是必然要求,而年輕人剛剛畢業後,加入政黨,全職做社區工作,幾乎是最好不過的安排;加上區議會內不少議席仍是由連任多年的、已上年紀的長者把持,剛畢業、對社會有抱負,又有較高學歷的青年,幾乎是取代年長「地保式」區議員的最佳選擇;以羅健熙和黨友區諾軒為例,兩名小夥子拿下的利東議席,此前為分別是56 歲及59 歲的街坊派議員。


近年區議會確實有呈年輕化迹象, 去屆即07 年區議會選舉,當屆30 歲以下的當選者只有41 人, 佔全港412 個議席9.95% ;但今屆當選人數升至51 人,突破半百大關,佔全港議席12.38%;如果計及34 歲至32 歲的「三十出頭」精英,整個區議會的年輕議員達16.5%,幾乎每六個區議員,便有一名區議會新星。


但正如公民黨主席梁家傑日前所指, 「要找個年輕專業人士落區,每日花10 至12 小時,花了他最璀璨的10 年去做, 我作為一個資深大律師,我也覺得說不過去」,此句聽上去令人覺得公民黨看似十份傲慢,但平情而論卻是事實。如羅健熙般其實是個註冊社工,如果不走從政路線,以一畢業即入行做社工計,收入肯定較他過去當社區主任多。


羅健熙笑言,揀選從政路,本來不應計較,但他眼中也看到現實,「現在20 多歲梗係無問題,但去到下屆,我便31 歲,如果都選不到,必須考慮前途、生活,即使我繼續做地區工作,也不可能全職」。上屆僅僅落敗的他,早預了要多四年才能贏得議席,但他也坦言如果今屆選不到,好大機會便要向現實低頭。毫無疑問,隨着青年成長及議政能力提升,年輕區議員只會繼續有多無少,但他們如何堅持,以至出路問題,卻教人相當頭痛。


2000 年前,這個問題並不太難,皆因有兩個市政局。市政局議員薪津不低,大約有5 萬多元,而且市政局也有行政權力,儼如半地方議會,更加能協助居民處理市政及文康問題。例如現任立法會議員李華明,他於85 年便以30歲之齡成為觀塘區議員,再於91年成為市政局議員,同年再成為立法局議員至今,政治生涯「平步青雲」,現已踏入第26 個年頭。


老紀請教科技大學社會科學部副教授成名,他坦言在未有年輕人勝出率數據時,難言年輕是否選民投票一項考慮,他認為地區業績、財政資源、鐵票及醜聞等因素,才是區選勝負關鍵。不過,他承認年輕人當選人數上升,而他們的出路及政治前途並不容易。成名坦言如政府無意恢復三級議會,但仍有心發展香港民主,長遠而言必須兌現殺局時承諾,改革區議會,如把十八區化成全港五大區,賦予處理市政或文康服務權力;而當這類區議員負責工作較繁重時,亦可增加區議員薪津,令他們不再是只管幾條街的街坊保長。


4S明開售蘋果店外人龍被清場全城矚目的蘋果iPhone 4S 在網上已開售,至於位於中環國金中心商場的蘋果旗艦店,就會在本周五早上正式開賣, iPhone 炒機風氣盛,吸引不少人由前日起,已在商場外的行人天橋排隊,至昨午排隊市民一度增至300 多人。一如老紀以前預料,蘋果只要有旗艦店,必引來排隊黨搞亂檔,昨天便發生多次因爭位及打尖而引起的糾紛,須由警方介入調解。由於人數太多令通道受阻影響市民,警方與蘋果專門店負責人商量後,在晚上決定清場,要求在場排隊人士先行離開,稍後才再作等候購買的安排。


中學生反對婚外情是課外活動疑似下任特首候選人唐英年早前坦承自己曾有婚外情,更以感情缺失作修飾,有城中富豪事後就以「課外活動」比喻此出軌行為;有機構早前就以問卷訪問約2500 名中學生,了解他們對婚外情被喻為「課外活動」的言論的看法,結果七成半人反對有關言論,逾八成人更不認同已婚人士可任意風流,罔顧婚姻誓盟,似乎學生道德標準較大人高,更恐怕是大人會教壞細路。事實上,如果讓這些學生有得選特首,唐唐選情隨時凍過水,因為有一半受訪學生表示,在已婚的候選人中,會選擇沒婚外情人士為特首人選;負責調查的機構直言,對社會賢達為選舉扭曲家庭價值觀感遺憾。

人民力量成功藉區選為立會「落釘」都說人民力量「票債票償」運動失敗,就連「隱形主席」黃毓民都承認效果未如理想,若再加上派出62 人參選區議會,結果只得一人當選這個數字來看,被謔稱為「拳頭力量」的人民力量,其慘烈程度,可謂僅次於全軍覆沒的「野民連」(社民連)。這固然是事實,但卻忽略了一個很重要的考量,那就是為明年的立法會選舉「落釘」。這方面,拳頭力量收穫甚豐。


黃毓民在日前的人民力量記招上表示,明年立法會選舉,九西和新西兩區,分別有他和陳偉業坐鎮,應該不成問題。直覺上,相信大部分香港人都會同意黃毓民的說法,而筆者翻查資料,則發現人民力量派了19 人在九龍西出選,平均取得11.


17%的選票,其中黃毓民的老巢九龍城,得票率更高達13.06%。以這個比率,明年立法會九龍西分區直選,即使沒有增加議席(即維持5 席),黃毓民肯定可以穩奪一席。


陳偉業的新西方面,人民力量派了23 人出選,平均取得14.35%的選票,其中陳偉業的「革命根據地」荃灣,得票率更高達19.9%,加上明年立法會新界西分區直選議席更由8 席增至9 席,陳偉業可謂想輸都難。


香港島方面,人民力量派了10 人出選,平均只取得4.82%的選票,即使明年立法會香港島分區直選議席由6 席增至7 席,也無法如願,事關最少都要有7%選票(約25000 票)也。這方面, 「落釘」就正好發揮到指標作用。


筆者翻查資料,人民力量候選人在中西區的得票率最高,達6.3%,其中西營盤小區有6.81%,上環小區更高達10.27% 。至於灣仔區, 得票率也有5.45%,可以加把勁。換言之,明年立法會香港島分區直選,人民力量可能會駐重兵於中西區,其次是灣仔區,這才有望奪得一席。


至於九東及新東兩區,人民力量只分別派了3 人及7 人出戰,佔那兩區的總選區數目比例實在太小,以至個別候選人的得票比率只要稍為高少許,即會扯高該立法會直選區的估計總得票比率,實在不夠科學。不過,也仍有一定的參考作用,大家姑妄聽之可矣。


人民力量在九東的得票率有7.79%,由於明年立法會九龍東分區直選議席,將會由4 席增至5 席,敬陪末席者大約只須得到10%選票即可,人民力量離此不遠,可謂有力一拚。


最後說到新界東,人民力量的得票率達10.53%。基於明年立法會新界東分區直選議席,將會由7 席大幅增加至9 席,最後一席大約只須取得6%的選票即可,人民力量的情況可謂十分樂觀(2008 年立法會新東直選,最後一席〔即第7 席〕由劉慧卿奪得,其得票率只有9.2%)。


如此看來,明年立法會分區直選,人民力量應可「坐三望五」,若社民連梁國雄和陶君行都順利當選,激進勢力就多達5 至7 人,絕對可以衝擊到立法會的運作及生態。

全球經濟烏雲密布,身在北京參與會議的IMF 總裁拉加德就向中美「喊話」,同時呼籲世界各國團結一致抵禦經濟成長遭遇的威脅, 「現在全球聯繫性愈來愈強,沒有一個國家或區域可以獨來獨往。」拉加德又強調,全球需要的是能夠創造就業的經濟成長,否則未來可能陷入「不確定性增加、金融動盪、全球需求崩潰」等的惡性循環,全球可能因而面臨「低成長、高失業」的日子,經濟隨時會停滯長達十年(decade)之久。


修橋補路積功德


明明說洪水漸退,但偏偏全國仍滿是水淹蹤影;明明說災情受控,難為數之不盡的泰人仍要活在水中;當洪水近日湧至泰國首相英祿位於曼谷的官邸,水災已不單毀壞家園,更同時令災民受細菌感染,截至周三,已有最少兩人死於「鼠尿病」,而腹瀉、皮膚病與呼吸道疾病的案例更每日比拚攀升。


為全力對抗洪災,英祿宣布缺席亞太經合論壇峰會,但儘管如此,她也直言沒把握肯定國家抗災的步伐,與其望天打卦,或等政府打救,倒不如自己出手,有僧人就頻頻出動,為村民修橋補路,務求能讓那條臨時小橋捱多一時得一時。(法新社圖片)

俄勒岡州率先用iPad選議員防種票最初泛民提出搞個特首初選,來自資訊科技界的民主黨成員單仲偕就建議由學生在港鐵站利用iPad 叫市民參與投票,不少人批評「單雞」不切實際或純粹想搞噱頭,但其實未必,反而隨時是因為泛民較政府更超前,內地及政制事務局亦可能要派員向泛民取經。


利用iPad 來投票,原來已再非空談,因為美國俄勒岡州明年舉行的眾議員補選,就真的會動用iPad 來協助行動不便人士及長者進行投票。由於俄勒岡州華裔眾議員吳振偉捲入性醜聞而辭職,真正民主的國度不設荒謬的替補機制,故此要進行補選,俄勒岡州政府在得到蘋果贊助五部iPad 的情況下,將試驗用iPad 替行動不便人士和長者投票。


其實,過往州政府選舉官員要帶兩大箱投票機替這些人收集選票,過程相當麻煩,美國重視民主及公平選舉,又不會用旅遊巴把長者載去票站並指導他們投票,iPad 於是便能發揮作用,在新iPad 投票系統下,選民只要在iPad 熒幕上選出自己心水候選人,然後再利用藍芽設備連接選舉官帶備的流動打印機打印選票,之後選票便當郵寄選票處理。如果有關計劃成功,將有可能在全俄勒岡州推行。


事實上,以iPad 投票的最大好處是操作簡單,由於字體大小容易調校,對視障人士或視力退化的長者,都可以很清楚看到選票上的文字及內容以作出決定,既不用為視障人士或長者特製選票,亦減少他們要依賴身邊人代讀選票內容及填劃選票的情況。須知道,那些最愛心爆棚幫長者的所謂熱心人士,本來就是個別政黨的義工或支持者,會如何指導投票實可想而知。


泛民今次罕有地有先見之明, 研究用iPad 來投票,本來只可能想更潮,哪知竟為對付引導投票這問題找到新出路。話時話,特首本人正是iPad 的超級擁躉,既然如此,更應積極推動iPad 投票,因為當中的微言大義都盡在不言中。


「偽冒」記協組織網站連結文大商剛結束的區選,有政黨直言選情被北京操控,有雜誌又圖文並茂報道有選民從內地乘安排的旅遊巴來港投票,惹來內地干預香港疑雲。一片全港染紅的陰霾籠罩下,有行家就報料,指代表香港傳媒工作者的機構香港記者協會,竟出現懷疑「偽冒」網站,該個同樣自稱為「香港記者協會」的組織,網站內當眼處更展示特區區徽,令人隨時誤以為記協成了官方機構。

老紀未敢自詡語文水平出眾,但如此狗屁不通的中英文,實影衰一眾在香港這國際都會當新聞工作者的行家。

Politics or career? It's a tough balancing act

It's a sad title to young politician/community worker like Lo and me: it's difficult for many of us to take politics as a career in HK. I really don't think it's good thing for HK as a whole, especially when we are talking about encouraging more young people to take part in and do politics, in order to recruit more talents and rejuvenate HK politics.

Young candidates who lost in the last district council election are planning comebacks in November with high hopes for their political career and aspirations to serve the community.

But they might not continue the fight if they lose once more, they admitted, because of down-to-earth family demands and the pressure to find a long-term career.

"I will have to consider [quitting] very seriously," said Lo Kin-hei, 27, who's running for the second time as a Democratic Party candidate in Lei Tung in Southern District. "I have to be fair to my family."

Lo started his political career soon after graduating with a social work degree from the University of Hong Kong, becoming the party's community officer in 2006.

He ran for the district council seat one year later, but lost to a non-affiliated incumbent Wong Che-ngai by a mere 27 votes.

He didn't expect to win in his first attempt. "Some senior [members] of the party had told me to devote 10 years at least if I had set my sights on a career in politics," he said.

Lo is challenging Wong again this year. He has geared up over the past four years by serving in the community as the party's community officer and writing newspaper articles on democratisation and other issues, like the security row over Vice-Premier Li Keqiang's recent visit.

Unlike many community officers who focus solely on local problems, Lo likes to grapple with city-wide matters. "I don't want to limit myself to community-based issues. I want to find my own path to establish career in politics," Lo said.

Will he continue in politics if he loses again in November?

"Maybe I will try again," Lo said, "But, taking my career prospect and livelihood into consideration, it will be difficult to serve the community full-time for four more years."

Lo Chung-man, of the radical pan-democratic group People Power is also seeking the office.

Another young candidate, Jiff Yiu Ming of the Democratic Alliance for the Betterment and Progress of Hong Kong, shares Lo's concerns.

At 21, Yiu was the youngest candidate in the last election. He's running again in Wah Do, North District, against Li Wing-shing, a Democrat, and Li Kai-hang of People Power.

Yiu, an assistant in a labour union, just met the minimum age requirement to run last time. Yiu said he had only a few months to prepare for the election last time and lost to a Democrat by about 800 votes.

"Considering that I had only campaigned for a few months and that constituency had been dominated by Democrats, I thought the result was not too bad and I decided to go on," Yiu said.

However, he had once given up. Yiu worked for the party as a volunteer after the election, but in 2009 he quit volunteering for about three months because he needed a paying job to support his family. He soon returned to public service as an assistant to the party's lawmaker Gary Chan Hak-kan.

Yiu said it broadened his horizons, but paid less - about HK$10,000 a month - than positions in other fields requiring similar experience.

"I am not sure of the road ahead if I lose again this time," Yiu said. "I would not consider [politics] too much at the moment."

反對替補方案

下面是我代表民主青年撰寫的意見書,前兩星期在立法會公證會內宣讀。有留心當天新聞的朋友會看到新聞裡我們也有一示威行動,指替補方案剝奪了市民的選票權及扭曲了民意。


民主青年強烈反對政府提出之立法會出缺議席替補建議

政府建議日後立法會經由分區直選和區議會 (第二) 功能界別選出的席
位,不論因何情況出現出缺,都將由比例代表選舉制度下得票獲最多餘數的
候選名單的首名未當選候選人替補出缺席位。民主青年強烈反對這個建議,
我們認為上述安排完全違反和扭曲選民意願,是不民主和不公平的措施;政
府更以其他國家有同類安排的藉口誤導市民;而且我們不滿此項影響深遠的
選舉安排,政府沒有展開公眾諮詢。

以下是民主青年就政府提出的替補建議之意見:

政府建議完全違反和扭曲選民意願

公平、公正、公開的選舉乃民主社會的必要元素,是公民授權民意代表
行使政治權利的最重要機制。公民在投票時清楚表明自己的政治取向,
票多者當選,票少者落選乃最符合自然正義的做法,選民的意願不容扭
曲。政府現在的建議完全不顧上述元素,竟然安排未獲公民授權的落選
者去替補席議,行使本應清楚已獲授權的民意代表的立法、監察等重要
工作,我們認為這個建議完全違反和扭曲選民意願,而且剝奪了選民行
使其授權民意代表的權利及表達政治意願的機會。這種公民最基本的政
治權利不應被政府以「浪費公帑」為名所剝奪。

我們認為,獲此替補機制而擔任議員的民意代表必然面對代表性不足的
質疑,如果立法會內有多名這樣的「替補議員」,獲這些議員通過的法
案之合法性也可能遭到挑戰,徒添更多政治爭議。

政府誤導市民,比例代表制千變萬化,差之毫釐 ,謬以千里

政府指其他國家有類似上述替補安排的制度,民主青年認為比例比表制
千變萬化,可謂是「各處鄉村各處例」。問題的關鍵是其他國家的比例
代表制的具體安排是選民在投票時能夠清楚列明哪一候選人是次佳選
擇,即已在授權時清楚明白地表明如果哪位候選人無法當選或者在任時
辭職或去世,則會由另一位獲授權的候選人或同一名單內的其他候選人
替補其議席。很明顯的是,本港實施的比例代表制並不沒有上述安排,

故如果議席出缺,最合理的做法乃補選另一位民意代表,以避免出現違
反和扭曲選民意願的問題。這亦是香港多年來行之有效,亦沒有遭到質
疑的做法。

就算是政府以「浪費公帑」為由而認為不應舉行補選,我們認為由同一
名單的候選人填補空缺或任由議席懸空的做法也比政府現時提出的建議
更為可取,更少引起爭議。

政府不展開公眾諮詢,剝奪市民表達意見的機會

此項建議牽涉政治制度重大修改,影響深遠,政府卻竟然不展開公眾諮
詢,匆匆提案及希望草草通過,完全無視市民權利,也剝奪了市民充分
表達意見的機會,對此我們強烈譴責政府這種不尊重市民權利,霸王硬
上弓的做法。

民主青年重申,我們堅決反對政府建議,並促請政府撤回草案,諮詢公眾。

下任特首必須處理《基本法》23 條立法? Article 23 legislation

近年的明報社評似過於平實了,評論與報導不同,平實、力求客觀和公允的報導應值一讚,但評論大可自由,我們希望讀到真知灼見的社評。下文雖然說不上真知灼見,但平實之中可見寫手的寬闊的視野和眼光,值得一看。

下任特首必須處理《基本法》23 條立法?   

明年7 月1 日新任特首登場時,從目前情况看來,新特首面對的是回歸15 年以來所累積的一籮籮問題,涉及經濟、社會、民生各個方面,都是積壓沉重的深層次矛盾。然則,新特首應該從哪裏開始施政,是目前特首熱門參選人要思考、並要提出答案的問題。同樣地,市民對於千頭萬緒的香港內部事務,究竟認為下任特首應該訂出怎樣的緩急先後,也應該踴躍發表意見,藉此構建社會共識之餘,也可以提醒新特首不要閉門造車、罔顧現實情况、以個人主觀意志行事,把香港帶往一個錯誤的方向。

近期,特首熱門參選人的片言隻語,都被解讀為當選後的施政重點之一,其中范徐麗泰一再表示《基本法》23 條的立法工作,是下任特首要面對的挑戰。范太是熱門參選人之中,迄今唯一觸及23 條立法的人。23 條立法極其敏感,當年董建華以腳痛為由辭職,與23 條立法失敗有一定關係,自此,此事雖然未至於成為禁忌,但是政治人物都盡量迴避,以免不吃羊肉也招來一身羶。

從迫切性研擬

下任特首必須進行23 條立法嗎?

范太此際率先提出這個問題,即時招來猜測和熱烈討論,也引發不少聯想;不過,撇除動機論和目的論,范太提出23 條立法,客觀上在議題設定方面,搶佔了先機。事實上,參選人都正式落場比賽之後,這個議題必然會提出,參選人也必然要回答。這個議題,未來一段日子,包括參選人和公衆都要參與討論和表態,為23 條立法在新特首施政優次中定位,所以,未知范太計算精確抑或誤打誤撞,總之,她提出的「新特首要面對23 條立法的挑戰」,客觀上拉開了透過特首選舉構建社會共識的序幕。

關於下任特首是否必須要做和完成23 條立法,我們認為,可從迫切性來考慮這個問題。

現屆曾蔭權政府雖然仍有14 個月任期,不過,從其處境和管治意志,香港的問題不急速增加和惡化,已算是萬萬大吉;所以,新特首上場之時,擺在他/她面前的會是累積15 年、一籮籮的經濟、社會、民生問題,迫切需要新特首提出方針、政策、措施去因應和尋求解決。

首先,曾蔭權政府留下來的樓市泡沫危局,新特首必須要準備政策措施,待泡沫一旦爆破時,減低其破壞力,把經濟和社會民生遭受的影響,減至最小。另外,新特首還要從戰略高度梳理地產與整體經濟的關係,制訂較合理的土地政策,使各行百業擺脫被高租金扼殺生機的桎梏,打造香港經濟逐步脫離被地產牽着鼻子走的局面。

其次,回歸15 年以來,香港相對於內地區域、城市的一些優勢,逐漸消失,貨運業式微即屬一例;15 年來,本港經濟並無新增長點,產業愈趨窄化,就算曾蔭權政府盤算可以單天保至尊的金融業,實質是獨沽一味股票市場,再就是等中央給予開展人民幣業務的政策。這種完全被動的經濟政策,產業空洞化的同時,衍生了諸多問題,社會深層次矛盾都與此有關。所以,經濟結構轉型有迫切性,新特首工作重點放在經濟發展,切實推動6 項優勢產業,重新打造產業多元化,因應人口質素結構,創造更多就業職位等,應該是新特首施政優次的重中之重。

第三,香港首次獲納入國家的十二五規劃,新特首在推動本地經濟發展的同時,如何強化本港與內地聯繫,相互配合,使本港與內地的發展步伐,基本保持一致,也是新特首需迫切處理的事務。具體來說,現在由政制及內地事務局處理涉內地事務,已經不合事宜,加強「內交」工作,或許需要調整政府架構,在現階段也有迫切性。

第四,社會深層次矛盾積累沉重,民怨已經從壓力煲噴發得吱吱作響,是否已經到了臨界點,各人有不同認知和研判,但是,貧富懸殊、社會向下流、中產貧窮化、年輕一代對前景悲觀、人口老化、醫療服務瀕爆煲等等,都涉及深層次原因,需要新特首盡快制訂政策措施,逐步疏理,以消弭社會的不穩定因素。

第五,香港政治體制結構,是導致15 年以來特區政府施政不彰主因,試想想,每當官員走進立法會,所面對的60 名議員都是反對黨,這種情况舉世罕見,政府施政如何可以順利?去年8 月以來,基於區議會和立法會選舉臨近,即使連所謂「政治聯盟」的建制派議員,為了選票考慮,竟然成為使政府多項政策、政令觸礁的主要力量,例如擴大將軍澳堆填區被否決、申辦亞運被否決、交通津貼要大幅度修改、連財政預算案也要自摑嘴巴等,充分說明「建制反對派」的威力。

所以,基本法規定的行政與立法關係,只會不斷持續地內耗,在現行體制,無論是什麼人出任特首,都無法擺脫施政舉步維艱的宿命。事實上,這樣的體制,連位高權重的主要官員──局長,也被人視為畏途,原任商務及經濟發展局長劉吳惠蘭由患病請假、到正式請辭,已經超過兩個月,但是曾蔭權仍然找不到接任人選,局長是閣員之一,長期出缺而曾蔭權屬意的人拒絕接任,單此一事,已充分反映體制存在死結,管治出了問題。我們認為,新特首應該向中央反映體制問題,爭取修改基本法,在本港實施可供政黨輪替的政黨政治制度,以徹底解開香港管治的死結。

23 條立法

何急之有?

當然,不同人士從不同立場和角度出發,都可以理出認為需要特首迫切處理的問題,就我們而言,初步認為上述五端的迫切性,較諸23 條立法,猶有過之。我們認為,目前未見有迹象顯示因為香港未就23 條立法,而危及了國家安全,而澳門完成相關立法,不應構成香港必須即時立法的必要性,因為兩地情况不同,不應相提並論;另外,若23 條立法是中央給香港的任務,必須限期完成,香港還有迫切性去做,但是,公開地未聽聞中央有此意圖,所以,在體制上,新特首毋須迫切地做23 條立法。

還有,一旦開展23 條立法,將是重大政治事件,社會必然出現分歧和對立,以體制上決定特區政府弱勢本質的今日,屆時會演變至怎樣的局面,無法預估。當年23 條立法,支持立法的民建聯在區議會選舉所遭到重創,說明即使從政治現實考慮,23 條立法所導致不確定性,是完全可以預見的。若不客觀現實,一意孤行,屆時不單是特首,連香港整體也要付出沉重代價。

W HAT possible Chief Executive (CE) candidates have said is regarded as indicative of major policies they might carry out if they should get elected. Rita Fan, one of them, has repeatedly said it is a challenge the next CE must face to have laws enacted pursuant to Article 23 of the Basic Law. So far she is the only CEaspirant that has mentioned Article 23.

Is it necessary for the next CE to accomplish the task?

The Tsang administration's term expires in fourteen months. It is in such circumstances and has such will to run the SAR well that we will be mightily fortunate if Hong Kong's problems do not rapidly multiply or worsen in the period. When the next CE takes office, he or she will be faced with heaps ofeconomic and social problems that have accumulated over the past fifteen years. He or shemust come up with general and specific policies and measures to deal with them.

First, the Tsang administration will leave behind a dangerous property bubble. The next CE must formulate policy measures to minimise the damage its burst may cause to (the adverse economic and social impact it may have on) the SAR. Furthermore,he or she must strategically straighten out the relationship between Hong Kong's property sector and its economy and come up with a sensible land policy.

Second, since Hong Kong reverted to Chinese sovereignty fifteen years ago, some advantages it had over mainland places have gradually disappeared. It should be the next CE's top priority to develop the economy, make real efforts to foster thesix "advantage" industries, bring about industrial diversity and create jobs in the light of Hong Kong's demographics.

Third, Hong Kong has been included in the twelfth five-year plan (for the first time in such a plan). The next CE must seek not only to foster Hong Kong's economic development but also to strengthen its ties with the mainland so that they will cooperate more closely with each other and Hong Kong's development will largely keep pace with the mainland's. This should top the next CE's agenda.

Fourth, Hong Kong is plagued with such deep-rooted contradictions that society is seething with resentment. The next CE must urgently take measures to deal with them and end what may lead to social unrest.

Fifth, it is primarily thanks to Hong Kong's constitutional system that the SAR government has been ineffective over the past fifteen years. The sixty legislators officials face in the legislative chamber are all in opposition. This is rarely the case in other parts of the world. How can the government smoothly

implement its policies?The relationship between Hong Kong's executive and its legislature (which the Basic Law stipulates) incessantly breeds internal strife. Under the present system, the CE is fated to encounter enormous difficulties, whoever he or she may be. In our view, the next CE should acquaint the central government with this constitutional problem. He or she should convince Beijing of the need to amend the Basic Law to allow Hong Kong to adopt a multi-party system. This is the only way to undo the Gordian knot of Hong Kong's governance.

In our view, any of the five tasks mentioned above seems more urgent than Article 23 legislation. There is no sign that the nation's security is in danger because Hong Kong has yet to enact laws as Article 23 of the Basic Law requires it to do. The task may be urgent if the central government tells Hong Kong to accomplish it within a certain period of time. However, the public has never heard the central government intends to do so. Therefore, we do not think the next CE needs to accomplish it urgently.

Furthermore, society will be divided and polarised as soon as the SAR begins to make laws pursuant to Article 23. The government being inherently weak under the present system, there is no telling how the situation will evolve. If the government acts wilfully regardless of reality, not only the CE, but also society, will pay dearly for it.

悼六四:人心不死,燭光不滅 Conscience Never Die

去年六四我曾這麼寫:

幸好,望著年復一復的人群和燭光,我知道華叔司徒華先生是深感安慰的。今年大會特意呼籲大家高舉燭光,讓華叔看香港還有很多人和他一樣,對二十一年前的悲劇至今仍耿耿於懷。只是,這種呼籲的背後,也是一份沉重又苦澀的悲情。

今年出席的市民比往年多,我想很大部份是因為華叔。市民的這份默默的心意,這是悲情背後我們心中的暖流。

Eva Hoffman:Blood Politics

此文值得重看,下面這段可用來評論掟蕉等,但作者的問題意識遠不止於
此:

"one could witness fistfights in parliaments ranging from Iraq to Taiwan, Turkey, and, most spectacularly, Ukraine. To us, such behavior looks untoward, or even uncivilized; to the participants, it is probably experienced as a natural overflow of righteous feeling.... how far can the separation between person and politician be taken – and to what extent do we really give it credence?"

不過,話說回來,我完全不認同作者指民主政治是impersonal的看法,因為我認為政治本身不可能是impersonal的,只有官僚系統才如此。此文作者似不知道政治乃從政者心志、意志甚或激情的表現,正是這份熱情,才令政治如此變幻無常以及可以持守永恒的價值。

LONDON – The race for the leadership of the British Labour Party isn’t normally a world-shaking event. But the recent contest between two brothers – David and Ed Miliband – not only provided the material for a riveting family drama; it also illustrated some peculiarities of democratic cultures that often go un-noted – and the strange relationship between the personal and the political that is built into the   hierarchy of democratic protocol.  

Politics, or at least the exercise of power, was traditionally a family affair. Kings typically hankered after male heirs, because power was vested through filial lineage, and distributed through tribal affiliations.

Hereditary power did not necessarily make for warm and open family relations. Henry VIII was willing to execute two wives and overturn Christendom in pursuit of a son. There are examples, in polygamous societies, of royal concubines murdering each other’s children in order to assure the predominance of their genetic line. The Ottomans introduced the practice of “judicial royal fratricide,” supposedly to prevent civil war.

Whether it involved absolute loyalty or murderous rivalry, traditional politics was rarely divorced from personal passion. Not so in modern Western democracies, where personal passions are, at least in theory, supposed to be completely separate from the impersonal representation of group interests.

Democracy, in its Greek origins, began with the creation of a public sphere distinct from the family and its intense emotions. But modern democracies – especially those conducted on the Anglo-Saxon model – take this further, by attempting to separate not only the private from the public, but the person from the politician.

The division is in a sense inscribed in the democratic spectacle. After presidential debates in the United States or Britain, the contenders, who may have been accusing each other of the most unforgivable of sins, shake hands vigorously and give each other genial and encouraging smiles.

No matter how much Barack Obama may have loathed the views of George W. Bush, he had to be initiated into state secrets by the former president, in a confidential – and undoubtedly genial – meeting. In parliamentary debates, fierce ideological battles may be the order of the day, but ad hominemattacks are off limits.

This is undoubtedly to the good, and necessary to the conduct of orderly democratic life; but to those not used to it, the ability to combine enmity with bonhomie can seem counterintuitive. Indeed, it may be that the transition from passionate to impersonal politics is one of the most difficult challenges facing democratizers everywhere.

In pre-1989 Eastern Europe, for example, politicians’ ideological positions were seen as inseparable from their moral, or human, self. Those who were on the wrong side of the political divide were not only guilty of erroneous views; they were seen as wrong in their essence, and therefore to be condemned and hated.

The idea that you could treat political enemies jovially, and perhaps have a drink with them after hours – or enter into a coalition government with them – can seem not only unnatural, but even a bit indecent, in such circumstances. Indeed, in some young democracies, or more volatile cultures, the suspension of personal feeling is not always successfully maintained.

Just last year, one could witness fistfights in parliaments ranging from Iraq to Taiwan, Turkey, and, most spectacularly, Ukraine. To us, such behavior looks untoward, or even uncivilized; to the participants, it is probably experienced as a natural overflow of righteous feeling.

Clearly, parliamentary brawls are not a desirable modus operandi. But how far can the separation between person and politician be taken – and to what extent do we really give it credence?

The Miliband race was an extreme example of what might be called counter-nepotism – the attempt to abstract the politician from all private attachments. As the two brothers sat on platforms together, challenging each other’s views, they tried to maintain the double fiction that, on the one hand, there was no special bond between them, and, on the other, that their sometimes fierce disagreements did not taint their fraternal affections.

For a while, everybody played politely along; but the tricky double-think involved in this was exposed when the younger brother, Ed, won the leadership, by a razor-thin margin, in a last-minute upset. Suddenly, this didn’t seem quite right. In the media, comparisons to Esau’s theft of Jacob’s birthright and to various Shakespearean tragedies began to abound. David Miliband’s decision to retreat from front-line politics made it evident that a symbolic beheading had taken place – and one wonders if Ed Miliband won’t be haunted, and therefore hampered, à la Macbeth, by the psychological violence he committed.

In judging candidates for high office, we are encouraged to eschew “personality politics,” and to disregard such aspects of politicians’ identities as their spiritual lives, their private behavior (unless obvious transgressions are committed), and their appearance and aesthetic tastes. In practice, few of us can manage to compartmentalize our perceptions – and, perhaps, doing so would not be desirable.

We may not want politicians to be driven by self-interest, but we need to acknowledge that they have selves, which are formed by a multitude of factors – and passions. In other words, if we do not want to reduce our vision of politics to policy processing, we need to remember – if only for the sake of fuller and more realistic judgment – that politicians are human, too.

山寨版的「進步發展觀」 GDP and GNH

大陸有「科學發展觀」,特首以前在施政報告曾弄出一個山寨版的所謂「
進步發展觀」。現在連大陸也強調「發展不能片面追求GDP增長」了(http://www.ycwb.com/ePaper/ycwb/html/2011-03/31/content_1075796.htm),我很想知道,特首會不會「與時並進」呢?

上文提到的不能片面追求GDP增長,其實是源於GNH(gross national happiness)這個源於歐美近年新的社會發展觀念,如果將這種新發展觀視為可借鏡的先進經驗的話,香港又落後於內地了。關於GNH,可見我早前的網誌:http://hk.myblog.yahoo.com/our_wch/searchblog_art?p=GDP&my=1

The CE Donald Tsang advocated his idea of 'progressive development', which copied from mainland's idea of 'scientific development' in his Policy Address two years ago, now the mainland gov't campaigning about the concept of GNH(gross national happiness) , I wonder when the CE will copy this idea.

政治和正治 Hong Kong will benefit from being politicised

政治、經濟和民生三個詞常掛在官員、議員、學者等等口邊,不過相比起「經濟」和「民生」的名正而順和堂而皇之,說得誇張一點,「政治」好像背負著很難堪乃至醜陋的罪名。例如常聽官員或商人或親建制的議員批評某人將某事「政治化」就好像加給了別人一頂「只懂破壞,不會建設」的帽子。

有識者自然會對這些人和事不以為然,但至今在普羅大眾心目中,香港仍應是多講或只應講經濟的城市,而政治則應避之則吉(可見:http://hk.myblog.yahoo.com/our_wch/article?mid=4191),這是令我感到苦惱和痛心的事,好像自己區議員這個身份在別人看來也不過是靠「只懂破壞,不會建設」而混飯吃的工作。所以下面南華早報前兩日的社評為香港可在政治化中獲益,雖然不能說是什麼深刻的見解,但也算是少見的評論了。

The SCMP's editorial two days ago is worth sharing, because it's rare for the press, or official or politician to mention the benefit of HK being politicised, especially in a city which the name of politics is poisoned by mean criticism(http://hk.myblog.yahoo.com/our_wch/article?mid=4191).

Hong Kong will benefit from being politicised   

Last week, the city's most influential tycoon, election committee member, Grand Bauhinia Medal recipient and Basic Law drafter, Li Ka-shing, expressed concern that "Hong Kong has been politicised". It is unclear why Li felt that Hong Kong's politicisation was a cause for concern since he himself seemed happy to meet President Hu Jintao last year in what must presumably have been a show of his respect towards Hu's political status. Li's only elaboration of that remark was that he hoped "those who care about the territory will act for the benefit of Hong Kong". Ordinarily, politicisation is something to be welcomed and many people around the world would snap up any chance to be involved in a genuine political process. Civil strife has been breaking out across North Africa and the Middle East precisely because the people are now desperate for a real political process that can ensure their leaders "act for the benefit" of their nations and not just themselves.

However, there are indeed valid concerns about the nature of Hong Kong's politicisation. More and more political parties and organisations are being born causing potential confusion among the constituents. Lawmakers and activists are resorting to more radical methods to generate publicity for themselves. This in itself is not a problem - all directly elected lawmakers around the world are aware of the need to show they are representing the interests of their voters. But in Hong Kong, expressions of discontent only get as far as the legislature, where there are fiery debates that do not necessarily influence policymaking. Many lawmakers are now directly accountable to the public, but the chief executive and his administration are not. Hence Hong Kong's politicisation has so far given the people means to voice their discontent, but denied them effective means to turn those views into long-term policies. This, as Li has remarked, is a concern.

It now appears that Hong Kong is in fact in urgent need of a leader who is directly accountable to the general population. Fortunately, since that landmark 2007 chief executive election when the Civic Party's Alan Leong Kah-kit competed with Donald Tsang Yam-kuen for the post, it is now inconceivable that Hong Kong's chief executive should be rubber-stamped without reaching out to the people, making pledges and at least making a show of going through an election process. Current Chief Secretary, Henry Tang Ying-yen, and convenor of the Executive Council, Leung Chun-ying, have long been rumoured as possible candidates. Now, there are indications that Regina Ip Lau Suk-yee may also enter the race.

Given Ip's unpopularity as the secretary for security, her emergence as a candidate for chief executive marks a dramatic political renaissance. But since her resignation in 2003, the increased appetite for competitive elections in Hong Kong has transformed Ip into a politician who now responds to the mood of the people. She took a firm stance against amending the law which now allows developers to seek compulsory sale of a building after acquiring 80 per cent of the property interests in it, down from 90 per cent. Ip has been "politicised" and is now one of the most recognisable and popularly elected lawmakers. This is the power of election politics. Hopefully, the upcoming chief executive election will be a hotly contested affair, with a number of candidates and open debates to ensure that our future leader is to some extent similarly "politicised". Li hoped that those who care for the city will act for the benefit of Hong Kong. This can be achieved by more politicisation, not less.

政黨政治 Political parties find it difficult to mature

昨天南華早報的社評談及香港的政黨政治,這是一個我非常關心的議題。因為觀諸全球,所有健全的民主政制下都是政黨政治,但香港的政黨卻名不正言不順,其法律地位只是「有限公司」而已,而且一旦當選特首,必須辭去任何政黨身份。

當然我們可以說香港可以有獨特的政治文化,但我真的不相信,實現了普選後,如果仍然沒有成熟的政黨政治,香港的民主政制可以有效及順暢地管治,所以我一直都主張香港應儘早制定政黨法。印象中民建聯的曾鈺成以前曾多次撰文主張制定政黨法,但自他擔任立法會主席後就沒再聽他提起此事。

就此我有個陰謀論想法:中央刻意矮化政黨,壓抑政黨坐大,其是不想行政主導的體制受到在野政黨的強大壓力,因為在目前的民意上,如果實行普選,泛民所佔的支持度遠高於建制派;另一更主要的原因則在於:中央更容易控制一個沒有強大政黨支持的特首。

Yesterday's SCMP editorial discussed one of my big concerns: the party politics in HK. Our city has a somewhat weird political structure here: the political party is a fact of life but not recognized by the law coz all of such party is, as the editorial rightly says, done through the Companies Ordinance, and our CE can't have any "political affiliations". 

There's no other liberal democracy has such limitation. And we don't see there's any other mature and prudent democracy without political party. Of course we can have our own unique political culture, yet I really don't see how the will-be full democracy will work well in HK if we don't have legitimate party. It's the main reason why I believe the party law is needed to pave the road for HK's future. To my memory, the chairman of the Legco, Trsang Yuk-shing , a DAB member, actually advocated a lot about setting up the party law. But after he was become the chairman of the Legco, we seldom see him raise this issue again. 

I have conspiracy theory here: the Central gov't doesn't really want to see any strong political party(no matter pro-democracy or pro-BJ) to be able to organize people. One of the reasons is that a mature political party may have strong pressure on the executive-led gov't, the main reason is to make sure HK is under control.

It is perhaps unsurprising that in a city where the political structure's space for genuine public participation does not match the people's education levels, affluence and political awareness, new political parties are born with relative ease. Public grievances keep rising, and political parties are born to represent and reflect those sentiments. Setting up a political party, which is usually done through the Companies Ordinance, is literally as easy as setting up a company. And with the prospect of a more democratic legislature in which the people can have a greater say over the composition, there has been talk about the possibility of more new parties, such as the current discussion between various pan-democrats about a Labour Party.

However, while it is easy to set up parties to represent people's sentiments, past history in Hong Kong has shown it is far more difficult to develop a party into an institution that can actually serve its members and supporters by implementing policies for their benefit. The League of Social Democrats came into existence with much fanfare in 2006. But barely three years later, two of its key members had left with a substantial faction of supporters to form a splinter group. And while the league found many young supporters and represented the frustrations of many socially disadvantaged groups during those three years, one has to wonder how effective it was in helping implement policies it thinks would benefit its supporters. The likelihood of that happening has now decreased even further.

Meanwhile, an analysis of party finances, conducted by corporate governance activist David Webb suggests that unless you have the backing of wealthy establishment figures, "party financing remains at its infancy". Financial support still comes mostly from donations and for pan-democratic parties these donations fall sharply during non-election years. "On these modest budgets, the parties cannot possibly hope to run meaningful internal think tanks or research units to support their decisions on policies," leading to knee-jerk reactions to short-term issues rather than principle-based proposals and well-researched criticism of government policies, concludes Webb.

Part of the blame must be laid on the government's unwillingness to create a climate conducive to the growth of parties. Earlier this month, it opposed allowing legislative amendments to allow the chief executive to have political affiliations. It then failed to gain enough votes to support the temporary budget funding and complained that pan-democrats did not switch sides and make up the numbers as if it were a game of schoolyard soccer. No doubt, this would not have happened if the administration had formal alliances with parties in the legislature. The reality is that the current political climate makes it easy for new parties to gain support for saying the right things, but difficult to mature into real institutions that are ready to offer real solutions to governance. It is hoped that the Labour Party, arguably more a consolidation of forces rather than a splintering of old parties, will be able to mature into such a party, especially if it receives the support of the Confederation of Trade Unions which would give the party a solid backbone. But still, before concrete moves are made to set up the Labour Party, it is hoped that those involved in the discussion are giving priority to assessing whether another party would ultimately be better at serving people's interests and not just become another "shell party" through which they can prolong their political careers in the legislature.
