南朗山配水庫健體設施(2) Facility at Service Reservoir Playground(2)

去年6月我與區議會小型工程小組視察南朗山道配水庫，提出各項建議至今近一年後(!)，工程現在仍未全面落實（hhttp://hk.myblog.yahoo.com/our_wch/searchblog_art?p=健體設施&my=1）。多謝康文署的安排，我昨天再與其職員到現場視察，得知署方將在本星期展開「石春徑」舖設工程，月內應可竣工。其實相關工程材料已放在配水庫多時，居民早前向我投訴指：「看來要等到曾蔭權做完這一屆才能動工！」。

又，早前改建的避雨亭又因施工質素出問題，加了上蓋後竟然漏水！而健騎機雖然更換了座椅板，但現在又出現「錯位」問題，容易導致意外。

居民是使用者，焦急之情固然可以理解。類似的蚊型小工程，從提議到落實，居然要花一年時間(早前的惠福道指示牌亦如是)，這也未免太令人失望了。我也明白政府必須事事跟足程序，也明白因要兼顧公平和合理(如須招標等等，以妨貪污等措施)，效率並不是政府部門工作首要的指標，但一年時間仍無法完成這類工程，這又是否合理呢？市民顯然已有清晰的答案。

Residetns and I are disappointed that thought after almost one year, the facilities I raised and approved by the district council are not yet completed.  

I asked the concerned dept to have a joint site visit again, so they could feel the disappointment and even anger of the user, in order to speed up the progress.
