蔡子強﹕政客廢話寶鑑 Political Cliche

因為前天獲蔡子強先生邀請，回去了中大母系(見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1481)，回來後翻看了蔡生的一些文章。找到了這篇，轉載部份在這裡，輕鬆之餘，我也引以為戒。

我參與了選舉，現在是候任區議員，已可被歸入"政客"一類，雖然每次看到兩個字眼，都有頗不舒服的感覺，但我認為嚴格審視、批評從政者、官員乃至所有參與公共利益有關的人士，這符合公眾利益；畢竟，香港的自由和廉潔有賴於公眾輿論的嚴密及嚴厲的監督。　

而我還記得我讀中學時，陳方安生就引用了一句好像是甘迺迪(林肯?)的名言：每天清早，打開報紙就讀到批評自己的文章，這是在高位者的特權。

我們需要維護擁有這樣的批評意見的傳媒和社會，在高位者享有這樣的特權，我看，也算是自由社會的一項特徵吧。

我雖遠非在高位者，但同樣服膺上面的道理：如果你認為我做得不好，請直接批評。

“Expert”——那些knows more and more about less and less的人。還有，當官員說「我們要先聽聽專家的意見」，又或者「more research needs to be done」，就是當政府感到一籌莫展，唔知點應付的時候，搬出來令人覺得政府做緊的擋箭牌。

“This is a hypothetical question”——即係話我唔想答，因為這是答會對我不利的問題。

“I am glad you asked me that”——傻仔，呢條問題其實我一早預，答案亦早已準備好，而家正好畀個機會我借題發揮。（順帶一提，如果你問唔問題，他就會說：「Yes, but the important thing to understand is....然後照把上述準備好的，照講一次。」）

“I hear what you are saying, but....”——除了「but」以後的說話之外，前面幾隻字全屬廢話。

Though being a district councillor-elect and a so-called politician now, I still feel uncomfortable to be named as a politician. It's quite a harsh word to me. But I do agree that anyone who take part in politics and those whose work concerns public interest, they should face harsh criticism. The public opinion should be an important role to monitor these people, including me now, and take a harsh approach to us, in order to make the society free, open and clean.

I still remember a saying from Anson Chan; she borrowed it from Kennedy ( Lincoln ?): It's a privilege of a person in high office to read reports and criticism in the morning post.

I'm not in the high office, but I totally agree that such privilege should be maintained, becuase it's one of the special characteristic of a free and open society.

So, if you find anything wrong in my work and conduct, please point them out directly. I welcome criticism, no matter in a gentle or harsh way. 

 

拒絕葉劉 - 投７號陳方安生 Vote for Anson Chan, Say NO to Regina Ip

本來想在今天再寫一篇blog(再前的那篇，詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1464&prev=1466&next=1443)，呼籲市民投票給陳方陳方安生，但同事羅健熙已快我一步。我也樂得可以偷懶一下，希望大家到他的blog裡看看(http://hk.myblog.yahoo.com/dp_lokinhei/article?mid=609)，支持陳太，向葉劉淑儀say NO.

I planned to wrtie another blog article on the LegCo by-election, and ask people to support Anson Chan again.(My last related article, pls see:http://hk.myblog.yahoo.com/kevin-wch/article?mid=1464&prev=1466&next=1443).

重回中大母校 分享從政經驗 Sharing at GPA Dept, CUHK

今晚我有幸獲中大政治及公共行政高級導師蔡子強的邀請，回了中大與自己的師弟師妹分享做議員助理和從政的經驗(年中時我也曾回中大政政系，參加一個GPA課程focus group 的討論，見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=140)

一眾師弟師妹都對我的工作、選舉乃至民主黨都頗感興趣，提問了好些問題，我自然樂意分享：雖說是"政治及公共行政系"，但我那一屆的畢業生裡,只有我一個人從政。不知道幾年以後，這些學弟學妹們之中，會否有幾個也和我一樣，走這條路？

離開中大時，和蔡生談起閱讀，我說回中大途中，重讀了韋伯的"以政治為志業"(Politics as Vocation)，平時則仍愛讀甘陽、劉小楓、Leo Strauss、Carl Schmitt(http://hk.myblog.yahoo.com/kevin-wch/article?mid=1443)等人的作品，而這也是我打算進修讀政治哲學或歷史學的原因。蔡生聽後頗驚訝，說現在讀韋伯的議員助理和議員很罕有。但他建議我讀法律學位，認為更有助我的從政事業。我很贊同他的看法。

一位師妹說：我又重回大學畢業時的價值判斷了。

的確如此。興趣還是事業，這又是一個to be or not to be 的問題，我要在一月前決定報讀哪個課程。

Thanks to Mr Choy Chi Keong, I went back to CUHK to share my experience with students studying at GPA Dep't, which I'd been studying for 3 years.  Actaully I went back to CUHK to take part in a focus group to review the course structure of the dep't in June 2007. Students were interested in my work as a assistant to councillors, a member of DPHK, and of course, a district councillor-elect too. I were glad to share experience with them, I'm the only one in 2004 GPA graduates, who take part in politics; I wonder are there one or two among these students will work in the same field like mine.

We talked about reading while Mr Choy and I leaving CUHK. He was quite surprised when I told him that I re-read Max Weber's "Politics as Vocation" while I was taking bus back to CUHK. Actually I read works by Gan Yan, Liu Xiaofeng, Leo Strauss, Carl Schmitt and Weber a lot, because political philosophy is what I’m interested in, and this is why I'm considering furthering my education in this field. And, I'm interested in intellectual history in ancient China as well. 

But I agree with Mr Choy: a law degree may be more helpful to my career (vocation).

One of student reminded me that I am again back to a situation of value judgment.

I'll be glad to have your advice on my further education.

 

告別黃竹坑 有緣再聚嘉年華 盆菜午宴 Reunion of WCH Estate Residents

據11月27日的免費報紙南區新聞報導：

為了使黃竹坑邨的舊街坊及南區居民有機會再重臨黃竹坑邨一次，緬懷過往居住在黃竹坑邨的情意，石排灣耆老聯誼會獲得南區區議會的贊助，特於十二月九日（星期日），於黃竹坑邨舉辦〔告別黃竹坑有緣再聚嘉年華盆菜午宴〕活動，內容包括攤位遊戲...圖片展覽...影片播放...遊藝節目，還設有盆菜午宴，票價每位六十元，大小同價，歡迎南區街坊參加．

活動於當日上午十一時至下午五時假黃竹坑邨停車場舉行，長者有專車接送，售票地點為石排灣邨碧朗樓地下（互助委員會），詳情請致電:25556902查詢．

雖然這並不是我們舉辦的活動，但我特轉載如上，希望有興趣的朋友可以參考。畢竟，有很多的朋友對黃竹坑邨有一份深厚的感情。

The DAB has a plenty of recourses to support my opponent to be a "shadow district councillor". I welcome this challenge if it is true. And I think such competition benefits our residents most.

風鈴繫不住，一片落花聲：阿碩的選舉感想 A Friend's Article in Xanga

朋友阿碩在Xanga裡寫了1118當天來幫我做義工的感想(http://www.xanga.com/gauchi2001)。碩是我在中大時國是學會的上一任主席，雅好文學，寫得一手好詩詞，讓我心生欽羡！我至今連平仄音律都沒能完全弄明白，但當年卻敢寫古詩，想起來真的好生慚愧。

阿碩的詞作多婉約語，不甚合我味口；他的詩作我印象最深的是這兩句：風鈴繫不住，一片落花聲。真讓我拍案叫絕！這兩句的意境幾逼唐詩名句：夜來風兩聲，花落知多少。可惜我已忘了前兩句，那似是寫深夜讀書的心境。

我初任議員助理到決定參選，阿碩一直對我鼓勵有加，的確如我感謝他時所說的那樣：「感謝您當初鼓勵我參選，當初大部份朋友反應都很一般，只有你和堅特別上心，做了很多事，真的很感激您！」

就如我多次在blog裡強調的那樣，我真的很幸運，有那麼多的朋友在我身邊，鼓勵我，幫助我。我的朋友大多住在九龍乃至遠在新界，但他們為了我，都願意長途來南區做我的義工，乃至有住在東涌的朋友在18日前一晚剛上完夜班，也不忘趕過來幫忙。你們說，這樣的情義，怎麼不令我感動，讓我心存感激呢。

選舉是team work，雖然朋友們只在投票日當天來幫忙幾個小時，但他們是我這個team不可或缺的一份子。選舉已畢，或許可以稍作"詩情畫意"的想象：朋友們的幫忙就如落花伴著風鈴，聲聲入耳，我永記於心。

各位朋友，再次感謝你們！

PS:阿碩的文字對我多有過譽之辭，論及我的地區工作及選舉條例之處，未必能"準確無誤"，相信各位能分辨清楚。

Shek wrote an article on me. He is a good friend of mine and he came to help me as a volunteer on the voting day, Shek is a very few friend who encouraged me to do my best as an assistant to district and legislative councilors. He fully supported me to run for the elected office.

Shek writes classical poems, and he is good at it. It’s a pity that I can’t translate his work in English properly. These are the best lines I still remember:

There were around 30 friends came to be volunteers on the voting day. I thank for them a lot. Political campaign is a team work. Even they just came to help for a few hours, they actually were members of my team, and helped to win this election. Most of my friends live in Kowloon, some of them in NT, but they came without hesitation, because of me. And I know there were two among them, worked overnight before the voting day, but they still came to help.

I am thankful to have such friends. Allow me to re-write the lines of Shek’s to express my gratitude:

Not the sounds of wind bells and the flower falling can stop

真心良心 陳方安生 Anson Chan: Vote From Your heart

前政務司司長陳方安生參加立法會港島區補選(她的競選blog:：　http://hk.myblog.yahoo.com/yourchoiceyourvoice ; 網站：http://www.yourchoiceyourvoice.org/　)，南區的拉票工作自然少不了我的份。其實早在我的競選期，我已兩次任義工，替陳太助選拉票。原因無他，她這次代表香港的核心價值參選，並毅然爭取普選。

陳太有香港良心的美譽，這次的競選口號也是「真心良心」。上星期五以及今天，立法會議員楊森和我已在香港仔中心展開宣傳(可惜沒有拍照紀錄)，有不少長者弄不清區議會和立法會選舉，他們的反應是：不是剛投完票嗎，怎麼會見到你拉票啊。

僅此一點，就可見我們的公民教育還有很大的改善空間。

今晚，在遮打花園舉行了八大電子傳媒合辦的立法會港島區補選論壇，楊森和我在四點多已到現場打氣及幫忙打點。左派動員力果然驚人，我們到現場時就發現誰壇幾乎被左派包圍了，那些諷刺陳太的banner到處都是，他們使用慣技，分別以不同團體名義到場，其實一眼就看得出是統一組織而來的。再細問一下他們到場的參與者：有長者連參加的目的也完全不知道，只是有車接他們到現場。

上星期我經歷了自己的選舉，其實區議會的選舉比起立法會，規模無法相提並論。但就在區議會裡，也能看到一些走灰色地帶，各種出位和涉嫌違法的宣傳技倆；一到立法會的層次，更是無所不用其極，臨近投票日，政治攻擊乃至刻意污衊幾乎是必然的事。故這次傳媒所謂報料，翻陳太舊帳等等，其實都是意料中事：左派這樣做，用心路人皆見。

怪不得，市民看在眼裡，會覺得政治很污穢不堪。

12月2日，請您支持陳太，用選票向這樣污穢不堪的政治手法say no.

幸好，我們輸人不輸陣。當晚我們士氣昂揚，氣勢完全不輸給對手。

After my own campaign was completed, I've started to help Anson Chan, the former Chief Secretary, to run for her by-election of LegCo HK island constituency. (See her platform at : http://www.yourchoiceyourvoice.org/en/index.html)

Legislative Councillor, Dr. Yeung Sum, whom I assist to, went to Aberdeen Centre with me to distribute leaflets and called for support last Friday and this morning. We support Mrs. Chan becasue she represents the core value of HK, and she promises to fight for universal suffrage in 2012.

I attended a forum in Central, which held by 8 media agencies, for the 8 candidates to debate the policy and present their political platform.

As usual, the pro-Beijing camp organized a lot of people to come to support their candidate, Mrs Regina Ip. But our spirit was high, because we all went there with our heart I think.

Please vote for Anson Chan, vote from your heart and vote for the core value of HK, and her determination in fighting for democracy.

《政治的浪漫派》：現代人的處境

昨晚重看卡爾·施米特的《政治的浪漫派》的再版前言，有感香港乃至現代政治大氣候，以及現代人無助的處境。現把其中一段摘引如下，與各位分享：

只有在個人主義而導致解體的社會裡，審美創造的主體才能把精神中心轉移到自己身上，只有在市民階級的世界裡，個人才會變得在精神領域孤獨無助，使個人成為自己的參照點，讓自己承擔全部重負，而在過去，重負是按等級分配給社會秩序中職能不同的人。在這個社會裡，個人得成為自己的教士。不僅如此，由於虔敬(Religiosen)的核心意義和持久性，個人還得做自己的詩人、自己的哲學家、自己的君王、自己的人格大教堂的首席建築師。浪漫派和浪漫現象的終極根源，在於私人教士制之中(im privaten Priestertum)。如果我們從這些方面來考慮，就不應只盯著心地善良的牧歌派。相反，我們必須看看浪漫運動背後的絕望----不管這絕望是在一個灑滿月光的甜蜜夜晚為了上帝和世界而變成抒情的狂喜，還是因塵世的疲憊和世紀病而歎息，悲觀地撕裂自我，抑或瘋狂地鑽進本能和生命的深淵。我們必須看看以其怪異的面孔刺穿色彩斑斕的幕布的三個人：拜倫、波德萊爾和尼采。他們是這種私人教士制中的三位大祭司，也是其三個犧牲品。

尋找辦事處的故事 Office Wanted

選舉當天就有一位居民朋友問我：當選後第一件事會做什麼?

我當時答他說：我真的需要放個假，休息一下，因為近兩年來我都沒放過假呢。他說這個很自然，但他接著提醒我說：我說的是公事，在區內找個辦事處才是你應做的第一件事。

他說得沒錯，我這些天根本沒機會休息。像選舉時一樣忙碌，早些天到區內謝票(因為黃竹坑區人口分散，需要分四次謝票)。這一兩天則忙著籌備自己以後的辦事處，才能更好地服務居民。

受區議會經費所限，將來的辦事處只能會是"豆腐院咁細"的蚊型Office，但怎麼說也是自己的辦事處吧，麻雀雖小，也可以五臟俱全的。記起中學時的一篇文章有句話是這樣的：一屋之不掃，何以掃天下？雖說口氣略歉太大，但我今天也算是能自立問戶了，我日後的從政之路，就將由一間蚊型辦事處出發。

我會努力以赴，管理好一個小小的辦事處，更好地為居民服務。

ps:故事還沒完，因為我還在找這個辦事處的位置呢。各位有何建議？

I had been to our communiyt to thank voters for their support these days. I failed again to take one or two days to have a good rest. Of course, it was certainly a happy thing to go into peoples as a winner to thank for support.

I've been looking for my own office these days too. Even it will be a tiny one, an office located in my constituency is important for resident to reach me, and it certainly shows that I do care our community and I'm here to serve.

A tiny office is like my tiny success in this election. I'll work hard to manage it well enough to gain a bigger one, boht the office and the success in the future.

PS: I've been looking for a location of my office, suggestions are always welcome. 

My Team Had Done a Great Job in Southern

There's an overwhelming view that we democrat lost badly in this district election. As a whole, I won't deny that it's a cruel fact that we must accept.

But the situation in Southern is quite different. My team had done a great job.

My party has most candidates (5 in total) took part in this election in Southern, a district long time dominated by so-called "traditional individual community activist". Because of our community work, we won in 3 constituencies; there are Andrew Fung Wai Kwong in South Horizons (West), Henry Chai Man Hon in Wah Fu (2), and my constituency Wong Chuk Hang.

The other 2 democrats, who lost in  a tiny margin, 87 in Wah Kwai and only 27 in Lee Tung (2). And I have to remind you that even though there's no July 1 effect in this election, we gained more votes than before; and in Lee Tung(2), my team member, LO Kin-hei, is just a 23 year old young man, but fighting a incumbent who in office for more than a decade! He gained 1478 votes, only lost for 27 votes. He had done a brilliant job!

There’s a public opinion that we democrats just focuses on our work in fighting for democracy, but have not done it well in community work. My team in Southern proves it is not true. We have been doing quite a lot of community works, and they were reflected in the result of this election.

We will keep working hard in Southern, both in political issues and livelihood issues.

 

區選失敗，民主黨窮途末路?

這次選舉，民主黨派出5人以團隊形式出戰南區(詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1183)，雖然最後只有3人當選，但已比上屆增加一個席位；而另外兩位(華貴楊小壁、利東二羅健熙)都僅以少過一百票的票數落敗。其中羅健熙年僅23歲，面對在任十多年的現任對手，取得1478高票數，僅以27票飲恨，這是非常驕人的成績，是名副其實的雖敗猶榮(在此推介大家瀏覽他的網誌：http://hk.myblog.yahoo.com/lei-tung/article?mid=544&prev=578&next=524)。

雖然沒有七一效應，楊小壁在華貴的得票其實也比上一屆多。以上兩區，再加上我們勝出的海怡西、華富二，以及我本人所屬的黃竹坑選區，民主黨的得票都反映了我們紮實的地區工作成績。

故暫不論全港形勢，僅看民主黨在南區的成績，我們完全有機會全取五席！所謂民主黨地區工作比不上民建聯的說法，在南區根本不成立。

而就算民主黨在全港的形勢，其實也並不是如這幾天傳媒所營造的氛圍那樣悲觀。我同事羅健熙，以及中文大學政治與行政學系高級導師蔡子強不約而同，撰文冷靜地分析了選後的形勢(羅健熙全文詳見：http://hk.myblog.yahoo.com/lei-tung/article?mid=578　；蔡子強11月22日在明報的全文詳見：http://www.mingpaonews.com/20071122/fab1.htm)。

羅健熙提出七個情況，我轉載在這裡，各位可以參考：

1)      胡志偉取得4370票，成為全港「票王」。
2)      民主黨在中西區（六人）、黃大仙區（三人）、
　  深水埔區（二人）取得全勝。
3)      南區雖然五人中只有三人當選，但議席已有增長，
　  而且落選二人分別只以27及84票飲恨。南區長期被地區人士壟斷，
　  各大政黨今屆都在這裏希望大展拳腳，民主黨成績是各大政黨中最好的！
4)      東區趙家賢以22歲之齡成功當選，是全港最年青的當選者。
5)      元朗區大將張賢登雖敗給民建聯姚國威，小將鄺俊宇卻以更高得票率
　  成功挑戰民建聯陳兆基；黃偉賢也以大比數擊敗民建聯挑戰者。
6)      民主黨與民建聯直接交手56次，民主黨勝33次，民建聯勝21次，3次為
　  其他對手得勝。這個得勝率比1994及1999年為佳，但當然及不上2003年。
7)      民主黨的年輕一代（二十至三十多歲那輩）成績不俗，有15人成功當選，
　  得勝率約50%；部份亦只以些微票數落敗。

結果清晰可見，有做地區工作的泛民政黨，比無做地區工作的，對民建聯時戰鬥力遠為頑強。民主黨則更是目前泛民當中，唯一與對手在地區層面有力全面而非局部一拼的政黨，是阻止對手地區擴張的最大希望，所以泛民千萬不要讓民主黨這艘旗艦在選戰挫敗後的陰霾和互相指摘中倒下。

當然，民主派、民主黨這次大敗是不爭的事實。對此，我更感到任重道遠，我們民主黨南區團隊必會更加努力去爭取民主、民善民生。

 

 

We Will Get There

上星期，我的前同事Barry哥哥(詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=547)在臨投票日前，發過來一篇很有意義的歌詞(見下)。因為已和Barry很熟，我知道他送這篇歌詞的心意，是在臨投票日前鼓勵我，為我打強心針，堅定我的信念：相信我們一定能成功。現在選舉後再重讀，又別有一番體會。

我一直都很幸運，總是在最需要幫忙的時候，有很多像Barry哥哥這樣的好友雪中送炭，自動請纓幫忙。

Barry是我的核心助選團成員。為了我這次競選，盡心盡力，亳無怨言。更難得的是，他在投票日前後的幾天患病 ，但17日已負責安排物資，18日當天一早更負責set場 ，安排人手種種。最後，我們做完工作後，他還需收拾物資等等 ，任勞任怨，沒有一句埋怨。

我這次成功的一大關鍵，就是因為我可以完全信賴Barr y負責所有後勤物流工作，做我沒有後顧之憂，安心在前線競選。

我擁有最強的助選團陣型，他們是這次選舉的勞苦功高的幕後功臣，稍後有機會我再向各位介紹。

Barry is a quite person, but for sure I know that he sent it to encouage me to keep wroking hard, so we could get there. I was touched by this lyrics, and I re-read it after the election, the feeling is different but still touched.

I've been very lucky that there are always helpuful friends apprear when I need them most.

Barry is a core member of my election team. He tried his best to help me, without any complain. Though he was sick before the voting day, he still come to help to be the PIC of logistics and manpower. I don't need to worry about all these things and focus on my role in the front line.

I have a most "powerful" election team this time, there are realy the heros of this campaign. I am thankful to have them to be my team member. And because , now "We had got there".

Non-Chinese Residents are Members of Our Community Too

Thanks to Allan, a voter in my constituency, who reminded me that I'd been ignoring non-Chinese voters during my campaign, because there's no English information at all! (Actually, he complained three candidates in WCH, included myself, are indifferent to non-Chinese.)

I sincerely apologize for not providing English information for non-Chinese residents.  I fully understand that non-Chinese residents should be treated with the same respect like Chinese.

I now promise here that I will try my best to use more English to let non-Chinese residents know what's happening in our community, because non-Chinese are members of our community too.

But I still need to sorry that due to the resource reason, I may not provide as much information in English as in Chinese. I will try to have an English abstract if I can’t translate the whole content of my blog article and the leaflet.

I cried while I knew the result, because of happiness of course. And there's another reason: the result DOES show that votes recognize and appreciate our community work! As I wrote it once in my leaflet, they scored my work with very high marks. I was touched by these voters.

I'll remember that feeling forever.

 No shortcut to success but hard work. I wrote it in my election post, it's my family motto. We do believe in hard work, simply because we think there's no free lunch at all. We need to pay what we get, with hard work.

I couldn't help but cried again while I phoned my dad to tell him the result: I haven’t failed my dad. He told me to be hardworking and sincere while I started working.

I'll go to our community to thank for your support in the coming days. And I need to prepare to take up my challenge as an elected district councillor.

昨晚，我向爸爸報喜訊時，一開口就又禁不住，哭了起來：因為得票數字證明，我並沒有辜負爸爸的期待。

這些天忙得沒時間update 網誌。

因為忙著到石排灣邨洗樓(做家訪)：該邨有逾二千居民選，因為未能及時更換選民地址，而仍舊屬於黃竹坑選區。這是幾乎出乎所有人意料以外事，我己出信向選委會查詢可能導致的種種問題。

對我的影響則是：我做家洗樓時，聽到好些長者街坊說有政黨已準備巴士，接載他們到陳白沙中學投票。之後我向民政處查詢時，證實上述消息。我已工式作出投訴。

而據Take Me Home 11月16日報導，本來我的勝算稍高，但因為這2000多居於石排灣邨的選民，使我的選情出現暗湧，即勝算無疑將被拉低。

昨晚與多名義工到雅濤閣宣傳，我最後堅持到午夜12多才走；今早七點則到南濤閣宣傳：呼籲深灣居民踴躍投票，讓深灣居民，而非石排灣居民，決定我們的選舉結果。

最後一天，最後衝刺，我會繼續努力！

請全家投我２號徐遠華一票！

Take Me Home 11月16日報導

自從看過兩位對手的競選報後，我對自己的地區工作信心大增：因為正如居民所說，那真是高下立見。

徐遠華成功連任！？

不知道是居民故意跟我開玩笑，還是真的不知道我並不是現任議員，昨天早上我向一位街坊拉票時，他笑著向大約五六歲的孫女說："祝哥哥成功連任"！

其實，也許是過去三年，因為我經常落區，加上現任的區議員幾乎四年不見人的緣故，先前我也偶爾會被居民誤認為是當區議員。坦白說，雖然明知是假的，但聽到這樣的話，自己卻又不禁很開心。無他，也是因為自己想成功做議員的心理罷了。

我的助選團說，這是另類的" 讚賞"：說明我勤於地區工作、落區，竟使居民把我當成是當區議員了。

但我沒這麼樂觀。我時刻保持警惕：不要被這樣的誤解和假象騙倒了。

因為也完全可以這樣闡釋：我的地區工作做得太差，落區這麼久，居民卻仍然不知道我是誰。

更何況，那位街坊可能不過是跟我開個玩笑，逗我開心一下罷了。

 

徐遠華爭取深灣地鐵出入口簽名運動

繼上星期我展開深灣地鐵出入口的問卷調查後，早前已公布了初步的問卷結果（見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1234&prev=1151&next=1233)。

這個星期，我再展開簽名運動，繼續爭取地鐵出入口。正如先前所言，因為我知道，這是南區地鐵最後拍板後，南區市民，尤其是附近有地鐵站的居民，最關心的議題，故就算在競選期，我都不敢絲毫鬆懈下來，繼續跟進。

徐遠華模擬選票：「兩情若是久長時，又豈在朝朝暮暮」

這份單張是爭取地鐵站出入口單張的背頁(正面見：http://hk.myblog.yahoo.com/our_wch/article?mid=1286&new=1)，呼籲選民投我一票。內容取自我早前的一篇詩詞新解的blog文，詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=642。當時，我這樣寫：

這位朋友雅好文學，見我工作辛苦，每日奔波勞碌，故以「兩情若是久長時，又豈在朝朝暮暮」相贈，說地區工作應該是細水長流的工夫，無需急於一時，就如拍拖一樣云云。

我自然多謝朋友的好意，但我身在局中，更明白地區工作除了有細水長流的一面外，「一萬年太久，只爭朝夕」這一面同樣重要。

所以兩年多來，我既要求自己及時做好，又要求自己必須持之以恆，如此才稱得上是真正的地區工作者，才能不辜負居民對我的信任和重托。

現在進入選舉期最後階段，爭分奪秒地爭取，故有「一萬年太久，只爭朝夕」的心態很正常；但這時，我反到認為平時的工夫更重要了：因為我相信，選民看的並不只是短短一個多月的選舉期，而是候選人對地區工作的長期承擔。

我相信，我近三年的地區工作，是我的承擔最充分的證明。

 

 

 

徐遠華促興建行人通道 連接逸港居與黃竹坑 方便香港仔市民

黃竹坑地鐵站將於黃竹坑邨十座附近興建，黃竹坑邨深灣地區的居民自然比較方便，居民關心的是出入口的位置，故我上星期已展開問卷調查(見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1161)，並統計了初步的結果：不出我料，居民的反應非常踴躍，短短三天，我已成功訪問了300多份問卷(見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1234&prev=1151&next=1233)；而且這些天還陸續收到居民把問卷用電郵和傳真發過來。

逸港居、十五間居民步行至黃竹坑邨十座需時約10-15分鐘，為方逸港居和十五間的居民乘坐地鐵；我促請政府規劃時，於黃竹坑大明渠旁興建行人通道，連接逸港居與黃竹坑，以方便香港仔市民。

這是今天我派發的單張內容，也是之後我會繼續跟進的地區工作。

倒數十日：競選報率先睇

這兩天大家會收到我的競選報，我把它上載到這裡，大家可以先睹為快。

我這個人沒有設計天分，我自己也覺得這份競選報的質素純屬一般，並不見好：在資源有限，絕大多數文宣都是我自己一個人負責的情況下，"醜婦終需見家翁"，即使我做得不大好，也只能希望大家見諒了。

選舉不但是個政績、政綱、努力等等的比較，而且也是候選人個人質素的整體考驗：在選舉過程中，越到後期，越能發現自己的缺點、不足和種種客觀的限制。所以，無論勝負，這次選舉也會是我極之重要的個人成長經驗。

107號樹仁中學巴士站移前到陳白沙中學側的建議

我早於2007年3月就提出了標題的建議，以方便深灣居民。但當時運輸署以深灣道路口將展開擴闊工程，擔心影響交通為由，否絕了建議。

早前(10月24日)我再與該署開會(詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1092)，其中一項議題就是跟進這個建議，署方表示將交由工程組研究本建議，以評估建議的可行性。但會後我再跟進時，署方卻又再拿出最早期的否絕理據，故我今天又再提出以下理據：

1.          深灣道路口擴闊工程已竣工，路口位置已經擴闊；

2.          該處近通宵巴士站原有一個避車處，實際情況顯示，即使有車輛停泊也不會影響交通；

3.          據本人實地觀察，深灣乘客使用107號巴士回程站的高峰期是晚上7時30分至9時，但每班車的落客人數最多也只是約10至15人，需時不超過1分鐘，在非高峰期，人數及需時更少；加上上述時間已過了南朗山道及深灣道的交通高峰期，故本人認為，並不存在貴處擔心落客時會阻礙其他車輛轉入深灣道的問題。

本人再請 貴處深入研究本人建議，以便利居民，並保障晚間返家居民的安全。為確保移前107號巴士站實質不會影響該處交通，本人可以接受 貴處先以試行建議一個月(甚至更短時間，因試行1甚至2星期即可見效果)，再評估及決定是否落實本人建議。

PS: 多謝南濤閣一位居民的意見，他表示黃竹坑巴士總站的上蓋因年久失修，石屎剝落，擔心會掉下傷及居民。我已在信中一併要求署方跟進，以保障居民安全。

問卷初步統計結果：深灣地鐵站出入口

上星期我已展開問卷調查(見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1176&prev=1177&next=1161；http://hk.myblog.yahoo.com/kevin-wch/article?mid=1177&prev=1183&next=1176)，現在已有352位居民參與我的問卷；本來我想再做幾天，取得更多問卷，再詳細分析之後，才出宣傳單張向居民報告的。

抗議！城巴削減72A班次

這是這幾天我派發的單張。

城巴居然在我們不知情下，在11月5日減少了72A的班次。現在是區議會休會期間，城巴這樣做，無異於是間接繞過議會，更沒有做諮詢工作，我們居民完全不知情！我也是在一位巴士迷朋友告訴後，才知道這件事的；當時，城巴的網站也沒有資料，第二天我親自到巴士站查看，才知道原來早在這個星期一(11月5日)它已減少了班次！

這樣的手法是我們絕不能接受的！

我向各位黃竹坑居民承諾，如果有幸當選，我一定會跟進這件事，以保障我們的交通權益！

對手心存僥倖，意在混淆?....我的單張懷疑被抄襲

人有相似很正常，宣傳單張有相似....說正常也勉強說得通；但是我的對手昨天的問卷內容，跟我上星期的深灣地鐵出入口的問卷(詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1161)相似程度竟像下面這樣，就真的很難令我相信是"純屬雷同"了，我同事就用了批命式的四字句，說那是：心存僥倖，意在混淆。對手以為這樣可以讓居民相信上星期的問卷調查是他們做的。

本來我與對手"分屬同行"，大家跟進相同的議題並不奇怪；但對手竟用上面這樣的手法，我不想失風度開口罵人，但真的只能搖頭歎氣了。

其實早有先例，例如我跟進深灣道路口擴闊工程(http://hk.myblog.yahoo.com/kevin-wch/article?mid=377)、跟進75號加班(http://hk.myblog.yahoo.com/kevin-wch/article?mid=728)、跟進擴閣花圃(http://hk.myblog.yahoo.com/kevin-wch/article?mid=832)，他都幾乎用了上面的手法，亦步亦趨，跟著我宣傳，更時時聲稱自己長時間跟進，未曾停過等。本來我也能容忍，畢竟他怎樣宣傳，是他的事，反正我管不著。

但這次我再也不能讓他這樣"抽水"了！現在把大家的問卷相拿出來比較，也讓大家看清楚，以正視聽！

PS: 同事本來勸我不要寫這篇blog，說害心影響形象；但我堅持寫了：我再也不能向他"示弱"了。

俗話說，不怕不識貨，最怕貨比貨。大家只要比較上面我和其他兩位候選人，例如比較最重要的地區工作、又如候選人的政黨背景以及個人和候選人的熟悉程度等等，相信都有助各位決定誰是最佳的議員人選。

我並不諱言，我自信自己比其餘兩位更好，尤其是我的地區工作，遠比他們優勝。只要比較我和他們的blog就知道了。

昨天我引用的王家英的文章(見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1205)，他就指出，地區工作足以決定勝負，我覺得這在一些較年輕以及較中產的地區更如此，因為這些選民更懂得選擇最好的候選人。這也是我對自己勝算有信心的其中另外一個原因：我們的選民受過較好的教育，都懂得誰是長期服務地區，誰是到選舉期才露面大肆宣傳。

 

王家英：地區工作決定區選勝負

昨天朋友推介我讀中大教授王家英的文章，這篇名為"區議會選舉投票意向分析"的短文(載於2007年11月3日的新報，網上版見：http://yukmanfans.org/modules/newbb/viewtopic.php?topic_id=4169&forum=25&post_id=7391#forumpost7391)，以民調結果分析，指選民大多會以地區工作決定投票給哪個候選人。

朋友因此而勸說我不用太擔心" 戰果"，說因為我近三年來的地區工作遠比其他候選人出色，選民大多會以此而投我一票。

我當然也有此自信：比較我和我對手blog裡的地區工作介紹就知道了，各位可以在yahoo裡search各候選人的blog。而且，我還有很多工作沒時間上載呢。

不過我絕不敢掉以輕心，更不敢驕傲。因為除了地區工作，選民投票的意向尚有很多其他因素。而且，信心歸信心，最後是否如此，到投票結束後才會知覺。

以下是王家英文章內容摘要：

"至於那些表示一定會/可能會/未決定投票的受訪選民，若他們真是去投票選區議員時，他們最主要的考慮因素是地區工作表現，遠遠拋離政綱和政黨背景；而他們當中有32.7%表示會傾向選擇民主派候選人，表示會傾向選擇親中派候選人的有16.0%，表示會傾向選擇獨立或中間派候選人的有39.8%，而表示未決定/不清楚的有11.5%。"

"關注的重點則是民生性議題遠多於政治性議題。雖然如此，選民目前的投票意欲頗高，而他們特別重視候選人的地區工作表現，而非他們的政綱和政黨背景。這樣的心態頗為保守務實，在選舉研究中稱之為「回溯性投票」(retrospectivevot-ing)。也許是這種務實心態使然，獨立或中間派候選人反而得到有意投票的選民較多的青睞，然後才是那些具有政黨背景色彩的民主派和親中派候選人。"

PS: 我的地區工作主要集中在改善區內交通等事務。就算是政治議題，我的潛在支持度也領先對手，根據04年的立法會投票數字，民主派在區內的得票數字大約是親中派的2倍。當然，04年的數字和立法會的層次，並非區議會所能比擬；但這算算也能稍安我心。

On Compassion (Neil Kinnock, Winston Churchill and Queen Elizabeth II)

I read Neil Kinnock's speech last week and found some lines worth quoating. And it reminds me of Winston Churchill's comments on compassion; Queen Elizabeth II's comments on moderation and compassion; a concerned disscution with my friend; and my previous blog articles like: http://hk.myblog.yahoo.com/kevin-wch/article?mid=381；　http://hk.myblog.yahoo.com/kevin-wch/article?mid=268&fid=22　；and, this one http://hk.myblog.yahoo.com/kevin-wch/article?mid=1092 .

Here is the lines from Kinnock's speech:

We are democratic socialists. We care all the time. We don't think it's a soft sentiment, we don't think it's 'wet'.

We think that care is the essence of strength.

And we believe that because we know that strength without care is savage and brutal and selfish.

Strength with care is compassin--the practical action that is needed to help people lift themselves to their full stature.

That's real care--It is not soft or weak. It is tough and strong.

Here is Winston Churchill's comments on compassion:

‘…but I'm not sure his(Winston Churchill's) heart was in being a Conservative.’

Lord Butler's eyes were shining. Somewhere deep inside he seemed to be suppressing another giggle. ‘Winston used to ring me up before a Budget and say, “Remember compassion!”’

Here is the Queen Elizabeth II's comments on moderation and compassion:

I, like Queen Victoria, have always been a believer in that old maxim "moderation in all things". I sometimes wonder how future generations will judge the events of this tumultuous year. I dare say that history will take a slightly more modeate view than that of some contemporary commentators. Distance is well known to lend enchantment, even to the less attractive ivews. AFter all, it has the inestimable advantage of hindsight. But it can also lend an extra dimension to judgement, giving it a leavening of moderation and compassion--even of wisdom--that is sometimes lacking in the reacions of those whose task it is in life to offer instant opinions on all things great and small.

No section of the community has all the virtues, neither does any hav all the vices. I ma quite sure that most people try to do their jobs as best they can, even if the result is not always entirely successful .......
