Student who joins the society like China Study Society usually be treated as a stubborn patriot. To Chit, a famous HK essayist wrote a satire on it while he reviewed the movie 'Lust Caution'.
One of my friends sent this essay to me after he read my last blog article. He laughed at me that he now knows why I still don't have a girlfriend.

I went back to CUHK campus last Friday night to attend the AGM of China Study Society. I was the president of this Society while I was studied at CUHK, and I did have a great time and met good friends in this society. 我曾是國是學會28屆的主席，每年都會以"老鬼"身份回去中大一兩次，以示薪火相傳。(先前寫過關於國是的網誌：http://hk.myblog.yahoo.com/kevin-wch/searchblog_art?p=%E5%9C%8B%E6%98%AF%E5%AD%B8%E6%9C%83&my=1)
上星期五晚我又回了中大，參加國是的AGM。想當年我那屆的國是學會人才濟濟，眾志成城，"莊員"的投入感和歸屬感奇高，被譽為國是學會多年來的"盛世"
，但我卻常被"莊員"評為做得最差的主席
，至今在聚舊時仍然常被一眾好友引為笑談。
不過一切俱往矣，風流人物還看新一屆的國是"莊員"。他們的認真很令我欣慰，候任主席Patrick的投入和謙虛，尤其令我印象深刻。相信他一定會和一眾"莊員"為國是做到最好！

傳媒、市民對區議員每多負面評價，如嘲諷區議員只懂大肆宣揚"成功爭取延長綠燈三秒"、下雨時提醒居民"落雨收衫"、熟悉地區的程度甚至能脫口叫出居民的狗的名字，或只懂搞旅行蛇宴等等。有些不客氣的市民更絲毫不掩飾他們對區議員的輕視乃至不屑。(不知道他們看了我這個blog後，會否輕視或不屑我的地區工作?)
我擔心並一直警惕自己：不能成為這樣的區議員。我應時刻把握機會擴闊視野，不能讓自己的視野局限於一個小小的選區，而應自我提升，使自己的能力不僅只懂得處理瑣事，否則就算日後有機會，我也根本不能更上一層樓。
政府把區議會選區太劃分得過於細小，區議員所負責的大多為民生事務；市政局被"殺局"後，我們可以處理較大地區事務的機會更少。
地區事務雖然瑣細，對居民而言，絕不表示不重要，非當區居民是很難體會這些瑣事對當區居民的重要性的。如果某區議員或候選人把"成功爭取延長綠燈三秒"視為重要政績，雖然區外市民會嘲笑，但以正常情理或rational choice theory推論，我會認為這對當區居民而言，必有其重要性(或許該綠燈位置曾發生多次交通意外，又或該區長者、小童及傷健人口比例太高，又或該位位置為斜坡或轉彎位，車速飛快，險象環生；或其他我們不知道的原因)。這一措施想必受居民歡迎，否則，
區議員或候選人是不會笨得宣傳一項連居民也不關心，或者會被當區居民嘲笑的政績的。
但長年跟進像上述這樣的瑣細民生事務，必不利於培養政治人才。最壞的後果，區議員只會變成"街坊保長"，一走出自己熟知的幾條街或幾個屋苑就束手無策，無所建樹。雖然有的區議員甘於或很驕傲自己能成為"街坊保長"：他們的確已做好了自己的份內事。
但如果區議員都是這樣，市民或政府怎麼敢委以重任？
我的確擔心自己長年處理這類瑣細事務(各位從我的blog可知我跟進的內容大概)，會令自己的視野越來越窄。雖然政府今年起逐漸增加區議會職權，但在短期之內，區議員的工作性質不會改變。
幸好，民主黨給我一個很好的平台，使我負責更大的區域(除了黃竹坑區，我也負責香港仔及石排灣等區域的地區發展)，這同時也意味著我的工作量更大，責任更沉重。但我慶幸自己有這樣的平台，這使我有更多的機會擴闊視野，磨練能力；而這也是我早前在blog裡說我正考慮進修的原因。
PS: 多謝一位大學好友早前提醒我再思考這個問題：很久前我曾跟他講及我在這方面的擔憂。
It's quite a long essay in Chinese, I'm sorry that I can only provide an abstract English version here.
It's a article about widening the vision and enhance the quality of district councillor, especially the young councillor like me.
The present system of the district council is not helping to boost political talents, it's especially so after the urban council and sub-urban council were cancelled. And I keep it in mind that I need to enhance my ability and widen my vision to be a qualified district councillor who is competent for position that bears heavier responsibility and needs greater ability.
My party is a good platform to develop my political skills, by giving me an opportunity to serve not only in WCH, but in Aberdeen and Shek Pai Wan district as well. By doing so, my party certainly helps me to widen my vision to take the whole Southern district as a whole, but not narrow down eyes and limit my focus on a small district constituency.
這是我這些天在逸港居及十五間派發的單張，背面是我們的新春旅行。
我在選舉期間已提出逸港居居民必定關注新鴨脷洲橋噪音問題，現在我們有了一個好消息，該大橋不會在靠近逸港居這邊興建。這將使噪音大減，但我仍會跟進這個事項，因為遲終是多了一條車軌大橋，有沒有隔音設備，以及大橋對景觀的影響等都需進一步跟住。
至於爭取興建從逸港居到黃竹坑的通道，這仍需長期跟進。如果成功的話，將可拉近香港仔和黃竹坑，將來甚或可令兩個區融合。當然，這會是很長久以後的事，而且我們也許未必能成功爭取，但我們盡最大努力去說服港鐵和政府。
The MTR Corporate will build a new Ap Lei Chau Bridge to Lei Tung Estate, and it causes noise nuisance. Residents of Ocean Court , which the location is near to the present bridge, express their concerns about this issue to me clearly. And as a district concillor, I’m responsible to let the MTR Corporate and the Gov’t to know our concerns.
Though we know now that the new bridge will not be close to Ocean Court , I'll still keep a close eye on this issue, because we don't know there are any facilities to prevent the noise nuisance, or the damage to the view of local people.
And, as I promised in my campaign, I'm urging the MTR Corporate and the Gov't to build a pass way from WCH station to Ocean Court . So people living in Aberdeen could take the MTR train easily. And I believe it could bridge two districts together and help the local development as a whole. It needs a long time and hard work to follow up this issue. We may not success, but I'll try my best.
近日我收到好幾個雅濤閣居民的投訴，指後山的南朗醫院在晚上經常有狗吠聲，滋擾民居，甚或令居民睡眠嚴重。
這問題我先前曾與雅濤閣側邊的流狼狗的個案一併跟進過，現在問題再現，我們已重新開始跟進，並已正式出信向漁護署及環保署反映，要求跟進。
早前曾有文件指南朗醫院的地盤可在去年年底完工，現在應該是被拖延了，而據居民反映，那裡的狗隻是地盤工人飼養的。
I got a few complaints about the noise nuisance caused by dogs, which according to residents, were fed by the construction worker in Nam Long Hospital . These dogs park at night and cause annoying noise making resident can't sleep well. (Esp. residents in the Block one of Broadview Court )
I did follow up a similar case some months ago.This case has been reopened and my office has started to follow up this case again. We transfered the case to the concerned dep't this afternoon.
A few days ago, a resident left message at my blog to urge me to ask the Govt to clean the Aberdeen Main Road since the Road is dirty. I did point out the problem to the Food and Environmental Hygiene Department to maintain the clearness of the Road.
It happened to see the worker were cleaning the Road this afternoon, while I went there to accompany Dr Yeung Sum to write calligraphy. So I took pictures to upload here as my reply to the resident and keep it as a record.
早前有位朋友在我留言版上指十五間的街道清潔情況不理想，我已向食環署反映並獲答應加強工作。
昨天我們去十五間寫揮春時，剛好看到洗環署工人正在清洗十五間街道。我拍照後特此貼在這裡，謹作答覆並作紀錄。

農曆新年將至，大家應該會在各處都看到有議員為大家寫賀年揮春吧。
寫的不是我，我的字可不敢拿出去獻醜啊；我是陪同立法會議員楊森到香港仔十五間寫揮春，下星期也會到黃竹坑寫。
不過我倒是真的有想過學書法的，不是為寫賀年揮春這麼功利，而是我確是對書法感興趣。
I accompanied Legislator Dr Yeung Sum to write calligraphy for the Lunar New Year at "15 Rooms" in Aberdeen this afternoon. (The calligraphy work for Lunar New Year is a traditional way to express good wish in paper and people stick them at home.)
I'm interested in this traditional art, but I’m not good at it at all and feel ashamed to show my work in public. It really needs a lot of hard work to write a good work.
We will do it again at WCH next week.
The Youth Committee of DP held a press conference yesterday to demonstrate our determination to fight for democracy, though we had a setback in the last district council election.
Szeto Wah, a veteran and respected democrat, expressed his good wish and expectation for us, the yough generation, to keep on fighting.
Fighting for democracy is a long march and needs a lot of hard work; he stressed and wrote it in the artistic way of traditional Chinese Calligraphy.

以下是該報今天的報導：
I attended the 2nd general meeting today, and I proposed a topic to discuss the application of a land developer to change the use of land from hotel to a residential building. I successfully got the support of other councillors and asked the Council expressed our rejection to such application.
The concerned application will be discussed in the Town Planning Board in March. The Planning Dep't attended today's meeting too, and the Council's rejection will be bought to the Town Planning Board for their reference.
I'm sorry that I can't translate my all my speech. There are four reasons I rasied to oppose the application:
a. the application against the principle of existing town planning which aims to plan it as a commercial area, but not residential;
b. it doesn't help to imporve the tourism in the Southern and will reduce the number of job opportunities;
c. if it's apporved it'll set up a bad and serious precedent for other land developer to apply to change the land use;

17/1我出席了第二次區議會會議，會議討論並通過了我的提議：反對地產商申請把原來規劃為酒店項目的土地，改建成為住宅。我上星期在區內已展開相關問卷，詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=1713&prev=1720&next=1701 及http://hk.myblog.yahoo.com/kevin-wch/article?mid=1713&fid=-1&action=prev 。
規劃署會把我們的反對意見帶點城規會，城規會在三月會討論地產商的申請。
我當然不是為反對而反對，以下是我五分鐘的發言主要內容(第一次提出討論事項並帶頭發言，我有點緊張呢。稍後大家如有興趣，可對照區議會網頁的錄音及會議紀錄)：
1. 違背原有規劃原則
規劃署已將黃竹坑工廠區改劃為商貿區，長遠的規劃藍圖是將該工廠區發展成為商業及酒店區，而黃竹坑住宅區則集中在原有的深灣地區及重建後的黃竹坑邨地皮。如此既可促使商業及旅遊業發展，又能兼顧新增人口對區內交通及社區設施的負擔，令社區均衡發展。
根據上述長遠規劃，申請者現申請將原來規劃為酒店項目的土地，改建成為住宅，這根本與規劃署的長遠規劃原則相違背。
2. 阻礙南區旅遊業發展
南區現致力發展旅遊業，現時黃竹坑工廠區內已有多達13個酒店項目獲批准，這正是配合南區地鐵、海洋公園擴建、黃竹坑大明渠美化工程，以及香港仔海旁兩岸的港灣旅遊計劃等多項大型建設。區議會舊年委托港大所做的研究報告，亦都大力支持南區發展旅遊業，而當中並無提及黃竹坑工廠區應改為住宅區。
如果是項將酒店項目改建成為住宅的申請獲批，必將阻礙南區發展旅遊業；當初本會贊成黃竹坑工廠區多個酒店項目的其中一個原因，除左係配合整體旅遊業發展外，亦希望因此創造更多就業機會，促進本本經濟發展。如果改建住宅，將會大幅減少很多個酒店項目可創造的就業機會，不利南區整體發展。
3. 造成惡劣先例
是項違背長遠規劃的申請如獲通過﹐勢將引致區內十多項酒店及商業大廈項目的業主紛紛申請改變土地用途，改變規劃，興建住宅。我們認為本會應就此明確表態，表示反對改變土地用途。不則此例一開，將如洪水猛獸，完全改變工廠區規劃，造成更多社區配套等問題。
4. 民意反對
本人已上星期１月8日至11日於黃竹坑區內展開的問卷調查，在收回的131份問卷中，只有14位受訪者(11%)認為工廠區應規劃為住宅區，認為應維持現有商貿區規劃的受訪者多達69位(53%)。60%的受訪居民擔心如其他地產商仿效是次申請﹐並獲得城規會接納﹐最終令黃竹坑區的人口大增，社區配套嚴重不足，交通將更為惡化。
基於上述理由﹐本人抛磚引玉，希望本會明確表明，反對呢項改劃土地用途的申請。

I saw the following notice at Shum Wan area a few days ago. The owner must love the missing dog,Dave, so much that post the notice around the area. So I called the owner,Tom, and got his permsion to post the notice on my blog, in order to let more Shum Wan resident know this notice.

It's a leaflet I got from a resident of Broadview Court a few days ago, while I was conducting my survey. The theme of this leaflet is telling us that believe in God is not un-realistic. I've been conducting a survey about the development of WCH industry area(Pls see: http://hk.myblog.yahoo.com/kevin-wch/article?mid=1713 and http://hk.myblog.yahoo.com/our_wch/article?new=1&mid=1701), because a land developer applies to change the use of its land, which supposed to build a hotel, to a residential building.
According to the Planning Dept's, the WCH industry area has been planned as an area for commercial and hotel development. If the land developer's application is approved by the Town Planning Board, other land developers may apply to change their hotel and commercial projects in the area to build residential buildings as well, simply for the profit making reason.
Such rezoning in the area may impacts on the public transport and the development of WCH, and even the Southern district as a whole. It's why I think we need to do a survey concerning this issue.
I'll release the result of the survey after it's completed in around 2 weeks.
昨天我正在黃竹坑做問卷時(http://hk.myblog.yahoo.com/kevin-wch/article?mid=1713 及http://hk.myblog.yahoo.com/our_wch/article?new=1&mid=1701)，蘋果日報記者打電話來訪問關於南區地鐵及海洋公園的擴建工程對地區的影響。我指出以下2點：
1. 海洋公園因離民居較遠，加上其以輸送帶運走廢料，故其擴建工程對居民影響不大；
2. 工廠區內原訂興建的酒店及商業大廈項目，將來可能會改建住宅，我這些天收集的居民意見，大多表示擔心如工廠區轉變為住宅區，人口大增，將今交通惡化；且擔心社區及休憩用地減少。
PS: 這份問卷大約會在10天後完成，到時會向各位報告問卷結果。

2. 繼續跟進區內交通。我們已定了1月11日(本星期五)與運輸署開會，以期改善交通。

很久沒有舉辦康樂活動了，農曆年就快到。我們每年一度的"新春行大運"又開始宣傳，這次是去離島。
其實地點是其次，最要緊是大家藉一個機會到外面走一走，像長者所說的"新年要開大運"，志在開心而已。

放假回來，正式走馬上任。今天我第一次出席區議會會議，上屆正副主席馬月霞女士和朱慶鴻先生自動連任。(可見：http://www.districtcouncils.gov.hk/south/chinese/welcome.htm)
會上通過了一項很早以前，由我提出，並獲區議會撥款的方案(詳見：http://hk.myblog.yahoo.com/kevin-wch/article?mid=605，http://hk.myblog.yahoo.com/kevin-wch/article?mid=832)：擴闊深灣道花圃。(議會文件裡該項小工程的名稱是"深灣道綠化工程"，有興建的朋友可以看下面的文件)這也算是我一項名副其實的小政績了。
本來撥款已批，但招標後卻因物價上升而令費用大增四成！最後民政處必須再交上議會，由議會通過新的撥款議決。雖然款項成功獲批，但如果效率更高的話，這筆五萬多的費用是可以省下來的。
Today I attended my first meeting in the Council. Ms Ma Yuet Har and Dr. Chu Hin Hong were elected without challengers as the Chairman and Vice-Chairman of the Council. (See：http://www.districtcouncils.gov.hk/south/chinese/welcome.htm)
A small scale improvement project in the Shum Wan Road, which I proposed long time ago(see：http://hk.myblog.yahoo.com/kevin-wch/article?mid=605，http://hk.myblog.yahoo.com/kevin-wch/article?mid=832), was re-passed in the Council to put more money to the Project. It is because the total amount of the Project was increased to over 40% and the Gov't need to put the proposal to the Council again to get the approval.
Actually, if we can do it more efficiently, the money increased (around 40,000 HKD) could be saved.
