滬江維多利亞學校噪音擾民(3) Noise Nuisance by victoria Shanghai Academy(3)

今天繼續跟進噪音滋民一事，我與一眾受滋擾的居民、管理公司代表及校方、環保署開會，跟進校方噪音超出標準約十個分貝的改善工作。（此事我早前跟進，詳見：http://hk.myblog.yahoo.com/our_wch/article?mid=7028；背景見：http://hk.myblog.yahoo.com/our_wch/article?mid=5240）

校方向居民致歉，並指過了一年後才有改善工程是因過去一年與建築商談判；好消息是校方表示將展開兩項工程，一是將在11月為其散熱器加外罩，以妨噪音外泄；二是將購入另一款較小功率及少噪音的散熱器，以後可以用這部機器，改善工程估計最遲可在農曆年前竣工。我們也暫定明年三月將再開會評估最新進展。

希望校方的工程能確實解決擾民問題。抱歉我因事忙無法列出更多資料，歡迎有興趣的朋友致電2553-2115問我會議詳情。

Residents of Broadview Court, representatives of the BC management office, the Enviromental Protaction Dept, the Victoria Shanghai Academy and me had a joint meeting to follow up the noise nuisance issue. (Pls refer to the background of this issue: http://hk.myblog.yahoo.com/our_wch/article?mid=7028 and http://hk.myblog.yahoo.com/our_wch/article?mid=5240)

The VSA promised to have two improvements work, one is to over up the chiller and the other is that the Academy will install another smaller chiiler. The first one probably could be done in Nov. and the second work hopfully could be completed before the lunar new year. We've planned to have a follow up meeting in the coming March.

港鐵高架路軌對東華三院復康中心的影響 The Impact of MTR SIL to JCRC

今天繼續跟進港鐵高架路軌對東華三院復康中心的影響，這次是以南區分區會東分區成員的成員再與港鐵及路治署等開會。內容大致和10月8日相同（請參考：http://hk.myblog.yahoo.com/our_wch/article?mid=7503&prev=7513&next=7486），我們希望儘最大努力將高架路軌遠離復康中心。

我在會上提出既然港鐵已承諾為中心那段高架路軌加設全覆蓋隔音罩，因中心已佔了明渠高架路軌約一半長度，為何不趁機會為整條黃竹坑露天路軌加設？成本固然會增加，但預期十年廿年後的黃竹坑將可能變身為另一個中心地帶（參考：http://hk.myblog.yahoo.com/our_wch/article?mid=7568），為何不未雨綢繆，難道等到將來高架路軌因景觀和噪音備受批評時才處理？

一講到可能增加成本，不出所料，港鐵和政府部門自然不會輕易給我們什麼實質答案。

I had a meeting with the MTRC and the concerned dept again, aimed at following up the impact of MTR SIL to JCRC. The result is almost the same as last meeting on 8 Oct.(Ref. http://hk.myblog.yahoo.com/our_wch/article?mid=7503&prev=7513&next=7486).

The TMRC promised to cover up the elevated railway along the JCRC and I followed up by suggesting to cover up all the elevated railway along the WCH nallah because it'll avoid the noise impact of buildings at both sides of the nallah. And, it'd be noted that the WCH is going to become a new cnetre of the Southern District.(ref.http://hk.myblog.yahoo.com/our_wch/article?mid=7568)

Money matters a lot and it's why my suggestion gets no solid reply from both the MTRC and the concerned govt dept.

黃竹坑明渠打魚 Fishing at Wong Chuk Hang Lallah

上星期居然見到有人趁著潮漲在黃竹坑明渠打魚，不知這算不算奇景？或許黃竹坑邨搬遷前經常有邨民打魚? 不清楚，我在黃竹坑工作快五年了，這情景倒是我第一次見到。

事忙，我把照片放上來，權作今天的網誌。

I saw a man fished at the WCH nallah last week! It's my first time to see pepole fish there, don't know if it's a common scene before the WCH estate was moved to Shek Pai Wan estate.

黃竹坑預留興建高等院校及私家醫院的地點 Locations of Lands for Future Development

因昨天的網誌(http://hk.myblog.yahoo.com/our_wch/article?mid=7568)，今天有居民問起黃竹坑警校道將興建高等院校及私家醫院的土地的確實地點，我將手上僅有的一張圖則和一些照片上載，希望有助更清楚地點。

黃竹坑勢取代香港仔，成為南區新中心 WCH Development in Policy Address

昨天我提及黃竹坑未來可能發展高等院校(見：http://hk.myblog.yahoo.com/our_wch/article?mid=7526)，今天特首的施政報告除了這個發展方向，也提及了有關黃竹坑未來的私家醫院和活化工廠區的發展。我趕忙向有關部門查詢具體內容（見下單張），以便印製單張，明天派發。

單張其中的主題是我估計黃竹坑長遠發展將取代香港代中心，成為南區新中心地帶（原因見單張），我在以前的網誌及工作報告都已提過這個長遠發展趨勢（見http://hk.myblog.yahoo.com/our_wch/article?mid=994，http://hk.myblog.yahoo.com/our_wch/article?mid=2182，http://hk.myblog.yahoo.com/our_wch/article?mid=1026和http://hk.myblog.yahoo.com/our_wch/article?mid=1554等等），今天的施政報告只是更明確了這個方向。

The CE mentioned the development of WCH in his Policy Address today. He stressed that the gov't is going to develop private tertiary education and private hospital in Wong Chuk Hang. And the gov't will encourage the redevelopment or conversion of industrial buildings, which including the industrial area in WCH.

As I predicted before(seehttp://hk.myblog.yahoo.com/our_wch/article?mid=994，http://hk.myblog.yahoo.com/our_wch/article?mid=2182，http://hk.myblog.yahoo.com/our_wch/article?mid=1026and http://hk.myblog.yahoo.com/our_wch/article?mid=1554), the Policy Address delivered today maps out a clearer picture of future development of WCH that it's going to replace the Aberdeen as the center of the Southern District because of the following main factors(given the three developments mentioned in the Policy Address today):

1. the MTR will serve the Southern District from 2015 and the WCH is a main station for people in other areas like Wah Fu, Chi Fu and Aberdeen to take the MTRC;

2. the ex-WCH estate will be developed as large commercial and residential buildings that will attract people come to WCH for shopping and hanging around;

3. the Aberdeen will became an old area and losing people and commercial opportunities because there's no MTR station.

施政報告和黃竹坑發展私立大學？ Policy Address and Planning of Wong Chuk Hang

去年特首在施政報告中公布將在包括黃竹坑的地區物色土地，發展私營醫院（參考我去年網誌：http://hk.myblog.yahoo.com/our_wch/article?mid=4030）。明天特首會公布施政報告，上星期我接受記者採訪，問及政府可能在南區發展教育產業我有何看法（報導見下）。 其實我主要的意見只有一個：不要令區議會執教育局的爛攤子。根據過去在區議會的經驗，幾乎所有教育局批準的教育方案（如去年我跟進的新加坡國際學校利用樹院中學擴校的安排（參考：http://hk.myblog.yahoo.com/our_wch/article?mid=5084），如德瑞學校計劃搬入薄扶林，以及剛搬入南區的聖保羅小學等等），區議會都是在最後階段才"被知會"，但區議會卻不得不去跟進方案引生的區內市民對交通、環境等等投訴，而這些問題如果區議會早些知悉教育局方案，是不難解決的問題。 我當選區議員的時間快兩年了，現在終於明白且感受到區議員的無力和無奈；在制度性問題未解決之前，只能做好目前的工作吧。自嘲一句：如何把爛攤子執靚也很考功夫呢。 Chief Executive Donald Tsang wrote in his policy address last year that the gov't is going to promote the development of private health care in Wong Chuk Hang(http://hk.myblog.yahoo.com/our_wch/article?mid=4030). I was interviewed by a newspaper last week, focused on the issue 'would-be mentioned in the coming Policy Address' of development of private tertiary education in the Southern District. I told the reporter that I just hope the District Council should be consulted earlier before the implementation of the policy, because we get unhappy experience with the Education Bureau. 香港仔擬撥地發展私大 院校年底可申請 三千學位納非本地生
特首曾蔭權將於下周三公布○九年度施政報告，據悉，政府有意撥出一幅位於香港仔的土地發展私立大學，預計可供二千至三千人入讀，主要提供四年全日制課程，收取非本地生，年底接受院校申請。該區新圍村、南風道和黃竹坑道地皮皆有潛力發展大學。而有意申辦私大的院校希望有關用地具興建宿舍規模，吸引非本地生。南區區議員徐遠華希望，政府批地時會顧及大學對社區交通和整體景觀的影響。 本報記者周國良 因應金融海嘯，特區政府將教育產業列入六大產業之一，預料下周三公布的施政報告將提及。當局早前提出撥兩塊分別位於香港島及九龍的用地發展私立大學。 據悉，位於香港島的用地將選址香港仔。政府消息人士表示，本港公立大學有收取非本地生上限，且學位有限。私立大學則沒有限制，而且學費和成本不用公帑補貼，貼合本港教育產業發展，政府將在年底邀請院校提交意向書。 教育局還探討如何吸納內地人來香港升讀中小學，包括在香港開設教內地課程的學校；會否提供內地必修的思想教育課等細節，仍需探討，但傾向不會讓非本地生入讀本港津貼學校。 交通便利宜興建大學 有地區人士表示，香港仔的新圍村、南風道和黃竹坑道地皮皆有潛力發展大學。南風道的政府用地面積足夠興建大型校舍，且鄰近葛量洪醫院、聖保羅男女中學附屬小學和多間國際學校。黃竹坑道的香港仔消防局即將搬遷，其用地鄰近擬建的黃竹坑港鐵站，交通便利，可興建樓高十多層的校舍，適合興建大學。 盛傳私立大學將會選址工廠區、黃竹坑邨舊址和樹仁中學原址，地區人士不以為然： 「樹仁中學已撥予新加坡國際學校擴建，黃竹坑邨舊址亦會撥予港鐵發展上蓋物業；工廠區本身規劃為商貿酒店區，不能用作教育用途。況且當地工廠林立，在那處開學校無疑打擊非本地生留學信心。」 學院望撥地夠建宿舍 有意申辦私立大學的理工大學專業及持續教育學院院長阮博文，接受電台訪問時表示，支持香港發展成教育樞紐，吸引外國學生，長遠對香港有好處；希望政府撥出有規模土地以建宿舍，因為對吸引外國學生很重要。而教育產業成本高，所以需要政府資助。他提到，香港現時成立私立大學無法可依，配套上不利建立高質素的私立大學。 南區區議員徐遠華說，政府在南區興建大學時，應顧及大學對社區的交通影響，也要注意大學樓高會否阻礙其他居民的景觀。他希望政府盡快諮詢南區居民和區議會，不要先斬後奏。
