關於預算案的電郵 Emails about Bedget

以下是兩封我剛才回覆居民有關預算案的電郵，放在這裡，大家可更清楚我的看法：

The followings are two emails I replied to residents. I copy them here so you may know more about my views on the Budget:

多謝你的電郵。

其實你提出的幾項訴求（復建居屋 / 增加醫療方案 / 少班教學(不要學校減班) / 全民退休計劃( 不要只是強積金) 等等）正正是我們上周遊行的主要原因。 我們反對政府短視和不負責任的施政行為， 因為派錢僅僅是消除民怨的「掩口費」， 但我相信市民在得到6000元後仍會大罵政府的無能， 因為在政府庫房有大量盈餘的情況下， 我們的政府其實可以做得更多，做得更好。 例如居屋明顯是政府一直以來受市民支持的德政，但政府卻死守「 不干項市場」的死硬教條，在已有全民共識要求復建居屋的情形下（ 連地產商也同意適量復建），政府仍然無視市民的要求， 這是我們對政府大感失望的原因之一。

除了上述的訴求外，社會上亦有很多合理訴求以善用盈餘， 例如你提及的小班教學、例如增加醫藥名冊的藥物、 老人宿位乃至回購東西隧等等， 這些都是長遠有助香港持續發展的方案。 可惜政府還是不回應這些訴求。

我相信政府不是不知道有上述的訴求，雖然說出來好像是「三幅被」 ，但我還是相信問題出在我們的政府並非民選政府， 加上我們沒有一批有遠見、有魄力、有承擔的真正的政治家 (http://hk.myblog.yahoo.com/ our_wch/article?new=1&mid=3401 )

， 使我們要忍受這樣的困局，因為不是民選的政府， 它並不需要回應人民的訴求和聲音。 而促成香港的管治轉變為民主政治，這正是我們一直努力的目標。

再次多謝**你的長電郵。要政府落實我們上述訴求， 前路一定有很多困難，但我們會繼續努力，因為我們相信， 這是出自像**你一樣的香港普通市民的心聲，而議員、 行政部門其中最大的一個職責，就是回應和落實普羅市民的訴求。

Thanks for your reply. 

I totally agree with your view that Mr Tsang, all our leadership I think, is lacking of necessary vision. I once wrote in my blog by saying our CE is a 'leader fears to lead' (http://hk.myblog.yahoo.com/ our_wch/article?new=1&mid=3401 ). This budget issue re-confirms my belief. 

The air quality and the eduction are big concerns of mine. But my personal priority of the issues is the disparity between the rich and the poor and housing issue. HK is a rich city with huge surplus, we can and we should do more to help those people who suffer from the poor living condition. 

The subsidized Home Ownership Schemes(HOS) has been proved to be a great policy, but the gov't is so rigid to the belief of free market that ignores or forgets such policy is always welcome by many people. The gov't forgets that the Scheme is suspended temporally because of the rare economic crisis but later on it becomes a permanent decision so the gov't could lift such responsibility. We all know the economic situation is largely different now but it seems some old ideas remains in our leaders' head, they just prefer to sit in the comfort zone.
